| Comprehensively promoting the comprehensive reform of agricultural water prices and setting reasonable irrigation water prices are of great significance to promoting water-saving facilities and modernization of large and medium-sized irrigation areas in China,as well as the sound operation of irrigation areas.This paper takes Hongjin Irrigation District in Huai’an City,Jiangsu Province as the research object,comprehensively analyzes and compares several commonly used water price formulation methods,and recommends suitable agricultural water price formulation methods according to the characteristics of Hongj in Irrigation District.This article mainly carried out the following work:(1)Comparing and summarizing six common water pricing methods,including the current two-part water pricing method,full cost pricing method,supply and demand pricing method,shadow price method,fuzzy mathematical model method,and marginal opportunity cost method,and elaborating Characteristics and applicability analysis.(2)Taking Hongj in irrigation district in the large-scale plain irrigation area along the Beijing-Hangzhou Grand Canal in Jiangsu as an example,sum up and calculate the total irrigation water supply,water demand and current agricultural water price of Hongjin Irrigation District in different hydrological years;combined with the requirements set by agricultural water price,two-part The four methods of water price method,complete cost pricing method,shadow price method,and fuzzy mathematical model method are used to measure the agricultural water price of Hongjin Irrigation District.At the same time,using the residual income method and other methods to analyze and calculate the affordability and willingness to pay of local water users’ agricultural water price,and used them as the water price red line and yellow line,respectively,to conduct preliminary screening of the measured agricultural water price.(3)According to the characteristics of Hongjin Irrigation District,based on fuzzy comprehensive evaluation,a mathematical model and evaluation method for the comprehensive evaluation of the suitability of agricultural water price formulation methods are proposed,and the formulation methods through water price red line screening are analyzed.The method establishes the first-level indicators of irrigation area management,water resource prices,irrigation water saving,water user endurance,and user satisfaction as the first-level indicators,and promotes the total control and quota management of irrigation area water consumption,irrigation area water consumption measurement and other 12 indicators as second-level indicators Evaluation index system;put forward various index evaluation standards,index membership degree and weight calculation method.This method has a certain reference value for the reasonable formulation of agricultural water prices in the large-scale plain irrigation area along the Beijing-Hangzhou Grand Canal in Jiangsu. |
