Study On The Composition And Reform Of Agricultural Water Price In Sanjiang Irrigation District Of Gansu Province

China’s water shortage,agricultural water consumption is huge,but the water use efficiency is particularly low.Theoretical research and practical practice have proved that low water prices are the main cause of waste of agricultural water resources.Too low water prices,not only lost the constraints of water consumption,but also inspired the waste of water.It is of great practical significance and academic value to study the composition of agricultural water price and the problem of reform and promote agricultural water saving.Based on the relevant economic theory,this paper makes a detailed study on the agricultural water use,the current situation of agricultural water price and the actual situation of comprehensive reform of agricultural water price in Gansu Sanhua Irrigation District.For a long time,the average price of agricultural irrigation in Gansu Province and the cost of water there is a big gap between the low water price is not only the use of water conservancy awareness is not strong,is not conducive to water structure adjustment,but also on the water pipe unit’s own development and water conservancy project Serious impact.In 2016,Gansu Province,Yuzhong County,selected five counties as a provincial agricultural water price reform pilot to fully deepen the water conservancy reform,to ensure the healthy operation of farmland water conservancy projects to promote the rational allocation of water resources and efficient use.Three electric irrigation area as one of the comprehensive reform of agricultural water price in Yuzhong County,through the comprehensive reform of agricultural water pricing pilot,and further improve and improve the province’s agricultural water price formation mechanism.The main contents and conclusions of this paper are as follows:(1)Introduce the background,purpose and significance of this topic.Secondly,the research methods of this paper are introduced and the research contents and main innovation points of the paper are summarized and summarized.(2)Describe the theoretical basis of agricultural water price composition,mainly include: agricultural water price concept and form,the principle of development,agricultural water price calculation method,constituent factors.(3)Based on the analysis of the status quo of the three irrigation areas,this paper points out its shortcomings in the development and implementation of agricultural water price,and analyzes the necessity of agricultural water price composition and water price reform.(4)Analyze the cost of irrigation water,the bearing capacity of farmers and the current situation of water price in the three electric irrigation areas.On this basis,on the basis of considering various influencing factors,the water price development measures are put forward.(5)Analyze the economic,social and ecological benefits of agricultural water price reform.(6)Finally summarizes the relevant achievements of agricultural water price composition and reform practice in this paper,and puts forward some personal opinions and suggestions.It is hoped that these proposals will be helpful in the reform of irrigation water prices.
