The construction of high standard farmland is an important basis for ensuring national food security.Keep the strategic bottom line of "absolute safety of ration and basic self-sufficiency of grain",and cultivated land is the basis.In order to reasonably select high standard farmland construction area and carry out high standard farmland construction efficient water saving project design and benefit evaluation.Taking Nanxian County of Hunan Province as an example,according to the regional characteristics of the county,using the analytic hierarchy process(AHP)to construct the regional evaluation index system,the comprehensive evaluation and optimization of high standard farmland construction areas in five towns of Nanxian county were carried out;on this basis,the design and Application of high-efficiency water-saving engineering and benefit evaluation were carried out for typical agricultural production bases.The study has reference value for guiding the planning and design of high standard farmland construction project and rational utilization of water and soil resources in Nanxian county.The results are as follows.1)In this paper,the analytic hierarchy process(AHP)is used to construct the evaluation index based on the analysis of the current situation of the infrastructure,the analysis of the balance between the supply and demand of the available water,the analysis of the social,economic and cultural conditions and the analysis of the natural conditions.According to the expert group method,the judgment matrix is constructed,and the weight coefficient of evaluation index is calculated,and the comprehensive evaluation parameter table of five township high standard farmland construction areas is obtained;according to the parameter table,the high standard farmland construction area in Nanxian county is selected.2)According to the analysis of the key factors in the standard layer,the current situation of the infrastructure and the available water supply,the high standard farmland construction project and the high-efficiency water-saving project are designed;the high-efficiency water-saving engineering design of the high-standard farmland construction research area is carried out respectively for the agricultural production bases such as modern agricultural demonstration garden,high-yield paddy field,orchard and vegetable field.3)On the basis of high standard farmland construction and efficient water-saving engineering design,the benefit evaluation is carried out.After the completion of the high standard farmland construction area,the construction area will resume the irrigation area of 11500 Mu and increase the grain production capacity by 1.725 million kg.The improved irrigation area was 25500 mu,including 21700 mu of paddy field and 2.604 million kg of new grain production capacity;38 000 mu of dry land area was improved,and 304 000 kg of dry crop production capacity was increased,totaling 4.329 million kg of grain production capacity;the grain yield increased by 12.987 million yuan and that of dry crop was 1.824 million yuan.After the implementation of high-efficiency water-saving irrigation,the new water-saving irrigation area is 24000 mu,the annual water saving is 1.92 million m3,and the water-saving benefit is 200000 yuan per year.The area of Waterloo removal was improved by 44600 mu,and the benefit was 3.365 million yuan per year.
