At the beginning of China’s household production contract system,local governments strictly restricted the circulation of rural land contracting and management rights,until 1984,when Central Document No.1 clearly pointed out that rural members could find their own partners in the cooperative to transfer them during the contract period.So far,with the continuous relaxation and improvement of the circulation of rural land contracting and management rights,farmers can freely choose whether to transfer the right to use the contracted land for a fee,and what form of subcontracting,leasing,exchange,transfer or other methods to take.In this context,the concentrated circulation of cultivated land in Yangbu Town has been slow,and most of the cultivated land is still in the hands of the farmers themselves.This paper aims to analyze and investigate this situation,analyze and analyze the reasons for this status quo through field research and empirical research,and give corresponding suggestions and countermeasures according to the results of the investigation to improve the centralized utilization rate of local cultivated land,so as to achieve the purpose of improving the income of local farmers and the output efficiency of agricultural land.This study compares domestic and foreign research on arable land use and land transfer,and combines theories of land property rights to study the path of farmers’ willingness to transfer from an economic perspective,using literature analysis,field research and empirical analysis.The research content of this paper mainly includes the following contents: firstly,to explain the background of this paper and the significance of the research,to sort out the current situation of domestic and foreign research,and to propose research ideas according to the topic of this study;on the basis of the definition of relevant concepts,to lay the theoretical foundation for the subsequent empirical analysis through the study of the theory of separation of three rights and the theory of economy of scale;in addition,through the analysis of farmers’ willingness to transfer and the current situation of arable land transfer in Yangbu town,to In addition,through the analysis of farmers’ willingness to transfer and the current situation of arable land transfer in Yangbu town,the main problems in the process of arable land transfer in Yangbu town are summarized,and a model is constructed and analyzed with empirical research to explore the main factors affecting farmers’ decision to transfer arable land,and finally the corresponding path of centralized utilization of arable land in Yangbu town is proposed.The research conclusion shows that: first,74.22% of the farmers in Yangbu Town are willing to carry out land transfer,and only 15.28% of the farmers in Yangbu Town are willing to transfer out of land,and the irregular behavior in the land transfer market,the oral way of contract agreement,and the random content of the contract are serious.Second,in analyzing the main problems existing in the process of land transfer in Yangbu Town,it is found that the problems of farmers’ willingness to transfer land are mainly concentrated on the irregular management of farmland circulation contracts,prominent behaviors that harm the interests of farmers,and damage to the quality of cultivated land in the process of farmland transfer.The problem of farmers’ willingness to transfer land is mainly due to insufficient funds,weak anti-risk ability of agricultural production,information asymmetry,and concerns about poor management,etc.,and the inability to expand the scale of agricultural production due to limited capacity.Third,as far as the influencing factors of farmers’ turnover willingness are concerned,the cultivated land area of the householder household does not have the ability to explain the farmers’ turnover willingness,and the regression results of other variables are better.Fourth,for farmers who are willing to transfer out but cannot find a person or organization willing to take over,village collectives can minimize the risk of farmers by taking over the land of farmers who are willing to transfer out.For individuals or organizations that wish to transfer,it can help create family farms and land transfer cooperatives;For farmers who do not wish to transfer out and in,focus on the development of agricultural productive services. |
