Agriculture has always played an important role in China’s national economic system,and the quality of agricultural development directly affects the quality of China’s economy.Since the reform and opening up,China’s agriculture has developed rapidly,but there are also phenomena such as one-sided pursuit of economic benefits,unreasonable agricultural production methods,increased agricultural non-point source pollution,and serious damage to the ecological environment,which seriously hinder the high-quality development of agriculture.Promoting green development in agriculture can protect and improve the ecological environment,prevent and control pollution,maintain ecological balance,and improve the safety of agricultural products.The report of the 20 th National Congress of the Communist Party of China and the No.1 central document of the Central Committee in 2023 also elaborated the importance of green agricultural development from different levels.It can be said that the green development of agriculture in the current context has important practical significance for promoting China’s agricultural modernization,achieving rural revitalization,and building a beautiful China.Chongming District,under the jurisdiction of Shanghai City,has a flat terrain,humid climate,abundant water resources,and a good foundation for green agricultural development.As a typical representative of agricultural green development in economically developed areas in China,Chongming District has comprehensively constructed a systemic circulation system of agricultural green development,adopted intelligent and refined management and control mode,and achieved remarkable results in enabling agricultural green development through science and technology.In recent years,in the annual report released by the China Agricultural Green Development Research Association,Chongming District has repeatedly ranked among the top in the country in terms of agricultural green development index scores.However,due to various factors such as social development and the emphasis on economic benefits over environmental issues,the trend of decreasing arable land area in Chongming District is becoming increasingly serious,the quality of arable land is declining,and the difficulty of controlling agricultural non-point source pollution is still significant.Therefore,studying the green development of agriculture in Chongming District has important theoretical and practical significance.This article is based on theories such as sustainable development,circular economy,and ecological agriculture.Through literature research and field research,relevant data is collected to analyze the advantages,current situation,main typical development models,and some existing problems of agricultural green development in Chongming District.A total of 15 indicators are selected from four perspectives of social development,resource utilization,green production,and ecological environment to construct an evaluation system for the level of agricultural green development in Chongming District,Using the entropy weight TOPSIS model to calculate the level of agricultural green development in Chongming District from 2017 to 2021,establish a gradient table of agricultural green development levels in Chongming District,and display the agricultural green development situation in Chongming District from 2017 to 2021.Afterwards,the obstacle factor diagnostic model was used to explore the obstacle factors that affect the green development of agriculture in Chongming District,and targeted countermeasures and suggestions were proposed to promote the improvement of the green development level of agriculture in Chongming District based on the factors ranked high in obstacle degree.Through the full text analysis,the main conclusions are as follows:(1)According to the results calculated by the entropy weight method,the indicators with higher weight values are: cultivated land ownership,forest land ownership,centralized sewage treatment rate,forest coverage rate,fertilizer application intensity,and per capita annual disposable income of rural residents.(2)Based on the entropy weighted TOPSIS model,the level of agricultural green development in Chongming District from 2017 to 2021 is calculated.The level of agricultural green development in Chongming District has been increasing year by year from 2017 to 2021,and the development speed has accelerated since 2019,indicating that the agricultural green development situation in Chongming District is getting better and better.(3)Using the obstacle factor diagnostic model,identify the obstacle factors that constrain the green development of agriculture in Chongming District.The main obstacles to the green development of agriculture in Chongming District were found to be the amount of arable land,the intensity of pesticide use,the proportion of pollution-free green organic agricultural products planted in agricultural products,forest coverage,per capita annual disposable income of rural residents,and the certification rate of green food.Based on the results of empirical analysis and the actual situation of Chongming District,this paper proposes the following countermeasures:(1)Adhere to the path of green development and establish a long-term mechanism for agricultural green development;(2)Establish a sound green and low-carbon industrial chain,strengthen the prevention and control of agricultural non-point source pollution;(3)Speed up the development of flower industry and promote the construction of digital agriculture;(4)Accelerate the transformation of scientific and technological achievements and promote new agricultural technologies;(5)Promote the construction of high standard farmland and implement refined land management;(6)Build a new agricultural management system and innovate the construction of agricultural service systems.
