Study On The Implementation Of Financial Support Policy For Natural Commodity Forest Protection In County A

Since 1998,China has implemented the natural forest resources protection project in the Yangtze River basin,and the Tenpō Project area has received huge financial support from the central government.In 2017,our country stopped commercial logging of natural forests,and in 2019 it introduced the programme for a natural forest protection and restoration system,making it clear that natural forest protection is a long-term task that needs to be tackled from generation to generation,and to gradually improve and raise the standard.As the main measure of natural forest protection,the natural forest resources are protected to the maximum,and the financial support policy brings into play the greater economic,ecological and social benefits.As an important long-term national ecological supporting policy,the financial supporting policy of natural commercial forest cutting and protection needs to be carefully summarized in terms of its concrete implementation effects,difficulties and problems,to find out the root cause of the problem accurately and put forward specific optimization countermeasures can make the financial support policy of natural forest protection really come into full play.This research takes a county as a case study,uses the Smith policy implementation process model as the theoretical guidance,adopts the literature research method,the interview method,this paper analyzes the current situation of the implementation of the financial support policy of natural commercial forest cutting and protection in a county from four aspects: the policy itself,the executing organization,the target group and the policy environment,it is found that there are a series of problems,such as low subsidy standard,imprecise subsidy range,low rate of financial funds,insufficient input of management and protection ability,low efficiency of collective logging subsidies.Based on the analysis of the causes of the problems,the paper puts forward the optimal countermeasures to promote the sound implementation of the financial support policy of natural commercial forest cutting and protection in a county,we should unify and improve the subsidy standards,establish a dynamic adjustment mechanism for cutting area,and optimize the performance assessment standards and processes,to optimize the program review and decision-making process,increase the financial funds to ensure the strength of the scientific development of funds allocation program,strengthen the use of funds management supervision and inspection,strict implementation of the management and assessment system;From the perspective of target groups,it is necessary to strengthen the education of forest farmers’ value identity and the construction of the ability of nurses.Through the study on the implementation of financial support policy of natural commercial forest cutting and protection in a county,the paper provides a reference for perfecting the financial support policy of natural commercial forest cutting and protection in the whole city,the whole province and even the whole country.
