Rural "coal To Gas" Policy Implementation Research

With the continuous progress and development of society,it is more and more important to develop economy and protect environment in coordination."Haze" weather once again exposes the environment to the Sun.In order to win the battle to defend the blue sky,the state has taken a series of environmental protection measures.In the northern rural areas,the implementation of "coal to gas" and other clean heating policy,the atmospheric environment to improve the problem is also more prominent.Nationwide "coal to gas" began in 2013,2017 large-scale launch,after experiencing a national "gas shortage",the pace has gradually slowed.In order to achieve the goal of clean heating without coal,"coal to gas" policy as an effective way to improve the atmospheric environment will continue to be thoroughly implemented.Therefore,the rural "coal to gas" project is a systematic,long-term environmental protection policies and tasks,need more attention and understanding.Under the guidance of Smith’s Policy Implementation Model,this paper studies the implementation process of "coal to gas" policy in rural areas.In the introduction part of this paper,firstly,the research background,domestic and foreign research summary and the research ideas and methods of this paper are introduced.In the review of domestic and foreign studies,the main views at home and abroad are summarized and introduced.The research method mainly uses the research method and so on investigation,case analysis and interview.The second chapter mainly introduces the ideal goal and the policy background of "coal to gas" policy.The third chapter is the key section of this paper,mainly introduces the execution path of the main body of the execution and the existing problems.To sum up,in the implementation of the "coal to gas" policy,the executive body is not high enthusiasm,their own comprehensive quality is not high and eager to get things done.The third chapter mainly investigates the satisfaction degree of the target group to the policy of "coal to gas".The influencing factors of policy satisfaction are high heating cost,lagging policy subsidy and living habits,etc..The Fourth Chapter mainly discusses the advantages and disadvantages of the external environment of the "coal to gas" policy.The fifth chapter summarizes the problems in the previous part and provides the optimized solution for the implementation of clean heating policy such as "coal to gas".The first point is to improve the science of the idealized policy,to keep the stability of the policy subsidy and to fully mobilize the enthusiasm of the market after the target is subdivided and refined;in the optimization of the executive body,the main emphasis is on the rational allocation of administrative powers,strengthening the professional training of the executive body and establishing the daily management mechanism of heating;in the aspect of improving the satisfaction of the policy,we should constantly guide the public to participate in the policy implementation and do a good job of professional safety knowledge training;in the external environment of the policy implementation,we should pay attention to improving the supervision mechanism of the policy implementation to ensure the stability of the gas source and the qualification of gas products.
