Research On The Implementation Problems Of Fishery Subsidy Policy In Quanzhou City

Fisheries are an important part of the national economy.Due to their high cost,high risk and low output,the countries generally adopt support policies.The implementation of China’s fishery subsidy policy has an important impact on reducing fishermen’s production costs,improving the level of modern fishery equipment,reducing fishing intensity,and promoting fishery structural adjustment.However,there are many problems in the implementation of China’s fishery subsidy policy.Finding the root cause of the problem and proposing countermeasures is of great significance for improving the effect of fishery subsidies.Through the analysis and comparison of fishery related literature and data,and in-depth investigation in the fishing village fishing area,this paper analyzes the “subsidy policy and fishery management objectives in the implementation of the fishery subsidy policy in Quanzhou” and “insufficient total subsidies” and “ Issues such as the implementation of administrative subjects are not in place,and "fishers are not fully aware of subsidy information." This paper analyzes the reasons from the four dimensions of Smith’s model theory,idealized policies,implementing agencies,target groups and environmental factors.On the basis of comparing and summarizing the fishery subsidy policies of various countries,it puts forward the countermeasures to improve the implementation of the fishery subsidy policy in Quanzhou.From the improvement of the fishery subsidy policy,the improvement of the internal system of the implementing agency,the promotion of interaction with the target group,and the optimization of the subsidy implementation environment,more specific countermeasures were proposed.This paper believes that the realization of fishery modernization is the general trend,expanding the types of fisheries subsidies,and increasing the intensity of fishery subsidies is an inevitable requirement of industrial development,but the policy implementation system must be improved to prevent deviation from policy objectives.
