Problems And Countermeasures Of Livestock And Poultry Breeding Pollution Control In Sichuan Province

Sichuan Province is not only a large agricultural province in China,but also a large province of livestock and poultry breeding.The number of livestock and poultry breeding ranks among the top in China all year round.However,in recent years,with the rapid development of large-scale livestock and poultry breeding,a large number of feces and wastewater have brought increasing harm to the environment,which seriously restricts the transformation and upgrading of animal husbandry in the whole province.How to properly solve the pollution problems existing in the development of livestock and poultry breeding industry in Sichuan Province and guide the livestock and poultry breeding industry to carry out green production in order to achieve sustainable development is the focus of current research.Based on the public governance theory,externality theory,new public management theory and sustainable development theory,this study adopts the methods of literature research,inductive analysis,qualitative and quantitative analysis,and relies on the current situation of livestock and poultry breeding quantity and spatial distribution in Sichuan Province to calculate the livestock and poultry manure emission and land pollution carrying capacity in five regions and cities of Sichuan Province,Systematically summarize and analyze the temporal and spatial changes of pollution load of livestock and poultry industry in Sichuan Province,and optimize the layout of livestock and poultry industry in Sichuan Province Based on the environmental carrying capacity of each region.Finally,this paper analyzes the problems existing in the current pollution control measures of livestock and poultry breeding industry in Sichuan Province,and combined with the experience of livestock and poultry pollution control at home and abroad,puts forward policy suggestions for livestock and poultry breeding pollution control in Sichuan Province,which is of great significance to improve the sustainable development ability of livestock and poultry breeding industry in Sichuan Province and realize the coordination and unity of economic and environmental benefits.Main conclusions:(1)in 2019,the production of livestock and poultry breeding feces and the production of N and P in fecal sewage in Sichuan Province were 107.1897million tons,535100 tons and 74900 tons respectively.From the emission source of fecal production,the main sources of nitrogen and phosphorus emission from livestock and poultry breeding in Sichuan Province were pigs and cattle.In 2019,pig breeding in Sichuan Province produced 34.4747 million tons of feces and cattle breeding produced 63.4844 million tons of feces.(2)Nitrogen and phosphorus per unit cultivated land(grassland)area in Sichuan(N and P)loads produced by livestock and poultry manure are 23.25kg/hm~2 and 3.25kg/hm~2 respectively,but there are differences among regions.From the perspective of the five economic regions,the nitrogen loads of Chengdu Plain Economic Region,southern Sichuan economic region,Northeast Sichuan economic region,Northwest Sichuan ecological economic region and Panxi economic region are 44.04kg/hm~2,49.44kg/hm~2,61.06kg/hm~2,12.42kg/hm~2 and49.30kg/h respectively m~2。The phosphorus loads of Chengdu Plain Economic Zone,South Sichuan Economic Zone,Northeast Sichuan Economic Zone,Northwest Sichuan ecological economic zone and Panxi economic zone are 7.60 kg/hm~2,7.77 kg/hm~2,9.53 kg/hm~2,1.24 kg/hm~2 and 7.66 kg/hm~2 respectively.(3)According to EU agricultural policy standards,the load of nitrogen and phosphorus(N and P produced by livestock and poultry manure)on cultivated land(grassland)in Sichuan province does not exceed the nitrogen and phosphorus absorption capacity of cultivated land.(4)At present,the main problems existing in the pollution control of livestock and poultry breeding in Sichuan are:unreasonable regional layout and planning,insufficient willingness and ability of pollution control subjects,weak pollution control supervision and insufficient investment in pollution control funds.(5)Five measures should be taken to scientifically prepare the livestock and poultry breeding layout plan,improve the socialized treatment of livestock and poultry breeding pollution,promote the green long-term supervision of livestock and poultry breeding industry,and encourage the resource utilization of breeding waste,so as to improve the pollution control level of livestock and poultry breeding industry in Sichuan Province,improve the livestock and poultry breeding environment,and promote the green development of animal husbandry in Sichuan Province.
