Ecological Environment Pollution Of Livestock And Poultry Breeding In Baiyin City,Gansu Province Research On Prevention And Control Issues

With the development of breeding industry in China,it has been gradually become one of the main ways for farmers to increase their income.The expansion of breeding’s scale caused a large amount of livestock and poultry manure.The environmental protection departments monitored the pollution has seriously exceeded the load capacity of the environment,and caused serious environmental pollution in breeding area.Motivating government pay more attention to prevention and control the pollution,promoting government to carry out specific rectification,strengthen the management level and comprehensively improve the environmental quality of the livestock and poultry breeding.This paper selects the livestock and poultry breeding in Baiyin,Gansu Province as the research object,comprehensively understand the situation of livestock and poultry breeding industry,the status of pollution and governance in this city.According to actual situation of the city,Baiyin has formulated aquaculture pollution control and prevention systems,clarified the division of aquaculture areas as prohibited areas and restricted areas,carried out specific actions on protecting water and soil.Formulated regulations on breeding pollution control and reused the waste as one resource.Improving the utilization rate of resources and the level of large-scale breeding,establishing a four-level technical service network in the city,county,township and village levels,strengthening the promotion of science and technology.As a result,the industrial advantages are more significant,the capacity of production and management becomes more powerful.The environmental pollution of livestock and poultry breeding in Baiyin has achieved certain results,but there are also corresponding problems in the process of governance.It is mainly manifested in the inability among the departments,the low supervision efficiency,the lack of in-depth publicity and education.Through visiting and in-depth analyzing,the reasons are lacking of cooperation mechanism between the departments,imperfect system,difficulty of standardizing governance,and the lack of understanding of deepening the construction of ecological civilization.combined with the actual situation of Baiyin and its own experience,the author puts forward suitable paths and suggestions for the environmental pollution control of the rural aquaculture industry in this city,optimizing the coordination mechanism of pollution control,improving the system;strengthening supervision,increasing investment,promote green development.This research can not only improve the pollution control policy of livestock and poultry breeding in Baiyin City,effectively solve the pollution in this city,but also provide a basis for the healthy and sustainable development of the breeding industry in the city.
