As the concept of green development is gradually gaining popularity, the traditional highinput and high-consumption agricultural farming methods are gradually being replaced, and the concept of green agricultural development is becoming an important booster for the highquality development of agriculture and rural areas. The concept of agricultural green development is emphatically reflected and promoted by relevant policies of agricultural green development. As an important part of agricultural production, farmers’ green production will play an important role in the development of green agriculture. In the process of in-depth implementation of the national agricultural green development policy,Xinjiang has achieved remarkable results in agricultural green development by implementing active and effective agricultural green development policies. There are problems such as shortcomings in the willingness to develop and behavioral responses, which hinder the green development of agriculture. Therefore, clarifying the impact and mechanism of agricultural green development policies on farmers’ agricultural green production behavior, and studying how to improve farmers’ willingness and behavioral response to green development in agriculture is an important issue for improving the green growth rate of agriculture. This study adopts the research idea of "theoretical analysis-investigation research empirical analysis" to analyze the response of farmers’ production behavior to agricultural green development policies.Based on the theory of planned behavior, the response mechanism model of farmers’ production behavior of agricultural green development policy is constructed, and the interaction between the external environment, farmers’ cognition, willingness, behavior and policy of agricultural green development is analyzed.X County with a relatively high level of development was used as the sample area to conduct a questionnaire survey.A total of 320 questionnaires were distributed, and 305 questionnaires were effectively returned. And using structural equation model to carry out empirical analysis on the obtained data, get the role relationship and role size of each part. The research results show that:(1)farmers’ awareness of agricultural green development policy, green development willingness, and green development behavior response are generally high, but there are still certain cognitive biases and behavioral deviations;(2)farmers’ behavioral willingness to agricultural green development It is significantly affected by farmers’ behavioral attitude, subjective norm and behavioral control, and the effect of the three is ranked as "behavioral attitude" > "subjective norm" > "behavioral control";Compared with the behavior willingness of green development, the agricultural green development policy has a greater impact on the production behavior of farmers;(4)In the agricultural green development behavior of farmers, the effect of restraint behavior response is greater, indicating the degree of farmers’ response to restraint behavior high.According to the survey results,it is proposed to improve the policy system, promote the transformation of farmers’ agricultural green development behavior,do a good job in policy publicity, enhance farmers’ behavioral willingness for agricultural green development, use "incentive" and "restraint" together, and improve farmers’ production behavior response.Suggestions such as guaranteeing work and solving farmers’ worries about green development are aimed at optimizing farmers’ agricultural green development behavior, promoting the further improvement of agricultural green development policies, and providing reference and reference for the smooth promotion of agricultural gree-n development.
