| Water conservancy facilities are the foundation of agricultural development and the guarantee of implementing a rural revitalization strategy,while small-scale farmland water conservancy is an important part of rural infrastructure,which is directly related to the income increase of farmers and the supply of agricultural products,and is the basic guarantee of agricultural production.However,for the fragmented farmland based on the household contract responsibility system,it is impossible for farmers to independently participate in the construction of small-scale water facilities,which requires the guidance and encouragement of the government.At the same time,farmers are required to rely on the smallest irrigation unit,namely,villages and farmers’ water associations,and other organizations to achieve collective action in villages,thus reducing the burden of the government and improving the efficiency of small-scale water construction.Therefore,farmers’ participation in the construction of small-scale water conservancy has become one of the effective ways of small-scale irrigation and water conservancy construction mechanism in contemporary China.In this thesis,taking farmers’ participation in small-scale irrigation and water conservancy construction as the research object,through literature research and expert interviews,based on the theory of planned behavior,the theory of public goods,and the theory of farmers’ behavioral economics,firstly,the action mechanism and internal logic of farmers’ participation in small-scale irrigation and water conservancy construction are theoretically analyzed.Then,through investigation and case study,the present situation and existing problems of small-scale farmland water conservancy farmers’ participation in Chongqing are analyzed,and the evolutionary game model is constructed to clarify the behavior logic of the research object.On this basis,five Chongqing districts and counties,Kaizhou,Xiushan,Rongchang,Fengdu and Zhongxian,were selected as investigation areas to obtain 505 investigation data,and the structural equation model was used to analyze the formation path and influence degree of farmers’ participation in small-scale farmland water conservancy construction.Based on this,a system dynamics model is built to simulate the evolution trend of farmers’ participation in small-scale water conservancy construction under different influencing factors,to study the effects of different policies,to build a guiding mechanism for farmers’ participation in small-scale irrigation and water conservancy construction,and then put forward targeted suggestions.The conclusions of this thesis are as follows:(1)Based on the data obtained from the questionnaire survey in five districts and counties in Chongqing,a structural equation model was established to analyze the influencing factors of farmers’ participation in small-scale farmland water conservancy construction.It was found that farmers’ perceptions of knowledgeability,organizational participation,water environment,government policies,policy incentives,descriptive social norms,and mandatory social norms were inconsistent,and the order of their perceptions was knowledgeability > organizational participation > water environment >government policies > government incentives > mandatory social norms > descriptive.These seven kinds of factors have a significant positive impact on farmers’ participation in construction,but there are also some insignificant factors in detail.The results show that it is necessary to improve farmers’ knowledge and ability level and organizational construction to improve farmers’ participation in construction.(2)Through the test of intermediary effect,the results show that knowledgeability,organizational participation,water environment,government incentives,and government policies can influence farmers’ participation in small-scale irrigation and water conservancy construction through behavior attitude,the behavior will,subjective norms and perceptual behavior control,while descriptive social norms and mandatory social norms will influence farmers’ participation in construction through individual norms.The direct and indirect effects of each path are different.Through the test of moderating effect,it can be concluded that policy satisfaction has a positive moderating effect between behavioral intention and participation in construction.In addition,the more satisfied farmers are with the policy,the easier it is to turn their behavior will into concrete behavior.Therefore,we can improve the policy satisfaction of farmers by improving the policy,thus promoting farmers’ participation in the construction of small-scale farmland water conservancy.In the multi-group analysis,the study found that the gender of men and women is different,and the influence degree of each factor is different.(3)By establishing a system dynamics model to simulate and analyze the evolution trend of farmers’ participation in construction behavior under different influencing factors,it is found that knowledgeability has the greatest influence on farmers’ participation in construction behavior,and it is also sensitive,and the comprehensive effect of various influencing factors is far greater than that of a single factor.(4)Construct a multi-guidance mechanism of individual farmers’ groupsorganizations-water environment-government to promote farmers’ participation in construction.Specifically,we can improve farmers’ comprehensive quality ability to build small-scale farmland water conservancy;Build a multi-subject and multi-channel education and training system for farmers;Improve farmers’ awareness of water sawatersaving cultural irrigation efficiency;Strengthen the construction of small farmers’ water leaders;Encourage farmers to voluntarily set up or join relevant organizations;Give full play to the role of farmers’ water association;Promote the reform and innovation of water right and water price;Deepen the reform of water conservancy property right system;Increase the government’s propaganda efforts;Establish a multi-input mechanism;Introducing social capital and establishing interest coordination mechanism can promote the development of small-scale irrigation and water conservancy and improve the enthusiasm of farmers to participate in construction. |
