Evaluation Of The Implementation Effect Of Grassland Ecological Protection Subsidy And Reward Policy

The grassland ecological protection subsidy and reward policy(hereinafter referred to as the "grassland subsidy policy")is an important part of the grassland ecological compensation policy.The second phase of the policy will end in 2020.The quality of its effect has a significant impact on the ecology,economy and society of the grassland pastoral area.Therefore,how effective is the grassland compensation policy,how to evaluate it,and how to further improve grassland ecological protection through systematic analysis,and improve the accuracy and efficiency of policy implementation.The exploration of these issues is important to the current grassland protection work.It is of great significance.This article discusses the theoretical basis of the research based on the theory of externalities and public goods,the theory of ecological assets,the theory of two mountains,and the game theory.Based on the current situation and facts of grassland ecological compensation in my country,this paper constructs an evaluation index system for grassland compensation policies.Take the example of Haibei Prefecture of Qinghai Province,use the evaluation system to implement its grassland ecological protection subsidy and reward policy.to evaluate.The research results of this article are as follows:(1)Constructed a comprehensive evaluation system of the implementation effect of the grassland ecological subsidy policy.Determine the grassland ecological restoration,increase herdsmen’s income,cover ecological,economic and social benefits,and pay equal attention to the subjective and objective performance evaluation ideas;establish twelve two dimensions of grassland ecological,economic and social benefits covering the county level that are in line with local conditions.Level indicators(including fresh grass output,total meat output,comprehensive vegetation coverage,overall overload rate,total GDP,per capita disposable income of farmers and herdsmen,investment in fixed assets,total retail sales of consumer goods,added value of the tertiary industry,going out The number of migrant workers,the total amount of post and telecommunications business,and the consumer price index of rural residents)and the evaluation system of subjective ecological cognition at the level of local herder households and evaluation of grassland compensation policies.Evaluation methods such as extreme value method,analytic hierarchy process,entropy weight method,and comprehensive evaluation model were used to evaluate the effect of the implementation of the ecological compensation policy in Haibei Prefecture,Qinghai Province from 2015 to 2018.(2)Through the performance evaluation of the grassland compensation policy in the study area,it reflects the applicability of the model,and through the evaluation results,it can be found that the implementation of the ecological compensation policy in Haibei Prefecture,Qinghai Province from 2015 to 2018 basically realized ecological protection and herdsmen With the goal of increasing revenue and a win-win situation,the overall benefit score increased from 0.0961 in 2015 to 0.1753 in 2018,an average annual increase of 22.2%.However,there are significant differences between ecological benefits,economic benefits and social benefits,and there is still room for policy adjustment and improvement,including solving overlapping management functions,improving grassroots management and protection capabilities,and dynamically adjusting compensation standards and policy implementation time limits.(3)Based on the evaluation results of the region,summarize the current policy effects,summarize the current problems,and extract relevant countermeasures and suggestions for establishing a diversified grassland ecological compensation long-term mechanism.Specifically,it includes the establishment of a sound legal system and institutional guarantees;determination of differentiated and dynamic policy implementation periods and compensation standards;exploring diversified financing channels and implementing diversified compensation methods;increasing natural grassland protection and realizing sustainable use of grassland resources;Strengthen technical guidance and guarantees,and improve the production and operation level of the livestock industry.
