Research On Subsidy Policy Of Grassland Ecological Protection In Damao Banner,Inner Mongolia

Lucid waters and lush mountains are invaluable assets.Since the eighteen Party Congress,the Central Committee of the CPC,with Comrade Xi Jinping as its core,has brought the construction of ecological civilization into the "five in one" overall layout of China’s socialist cause with a high degree of theoretical consciousness and practical consciousness,and established the "Xi Jinping’s ecological civilization thought".Grassland is an important part of China’s ecological environment,and it is one of the key links and key areas for the development of ecological civilization construction.It not only carries the important mission of the pastoral area where people live for generations and where livestock are raised,but also guarantees China’s food security and harmony and stability.However,nature allows human beings to make contributions,but they are not rewarded.In recent years,China’s grassland ecological environment has been damaged repeatedly,and the production and life of herdsmen have also been affected.Based on this ecological problem,in order to protect and restore the grassland ecology and ensure the improvement of people’s living standards in pastoral areas,the Chinese government adheres to the working goal of "two guarantees and one promotion",and gives support to the herdsmen who maintain the local grassland ecological environment in the main grassland provinces(Inner Mongolia,Xinjiang,Qinghai,Tibet,Sichuan,etc.)in2011-2016 and 2016-2020 respectively State subsidies and awards.In order to reduce the continuous damage to grassland ecology caused by herdsmen’s grazing frequency,the government provides herdsmen with relevant "ecological funds" such as grazing prohibition grassland subsidies,grass livestock balance subsidies,grassland management and protection subsidies.This measure effectively provides practical support for the development of pastoral areas.Under the new situation,the purpose of this paper is how to achieve the balance between protecting grassland ecology and maintaining herdsmen’s production and life on the basis of the existing implementation effect of grassland ecological protection compensation policy.In 2021,based on the ecological policy,the second round of ecological subsidies and Awards(2016-2020)for herdsmen in China has entered the completion period,which coincides with the transition year of the implementation of the third ecological special subsidy fund(2021-2025).This paper will summarize the implementation effect of the first two rounds of policies,and deeply explore the problems behind the implementation of the first two rounds of policies at the government level and herdsmen level In order to provide reference for the implementation of the third round of policy.In this paper,Damao Banner is taken as the main research object,and the main reasons can be summarized as follows: before the implementation of the first round of policy in 2011,the government of Damao Banner,Baotou City,Inner Mongolia,obeyed the overall situation of building "ecological security barrier in the north of the motherland",and in 2008,it took the lead in putting forward the "ten-year grazing prohibition" regulation for the pastoral areas of Damao Banner,which explored the successful experience for the introduction of the National Grassland Ecological Protection Award policy in 2011 In the same year,the herdsmen in this area were also praised.Therefore,taking Damao grassland in Baotou city of Inner Mongolia as an example,on the basis of two field surveys and follow-up telephone interviews,this paper collects relevant policy implementation documents and grassland monitoring data of the local grassland supervision and Administration Bureau and the Bureau of forestry and grassland,and uses questionnaire and interview methods to collect the satisfaction of local herdsmen on the implementation of the policy.Based on the analysis of the above survey data,this paper combs out the current situation of the implementation of grassland ecological protection subsidy and reward policy,then looks at the essence through the phenomenon to find out the problems in the process of policy implementation,and puts forward reasonable suggestions.It is hoped that when the third round of policy implementation,we will find measures to promote the sustainable development of grassland and improve the quality of life of herdsmen.
