The Influence Of Information Ability On Farmers’ Willingness To Off-field Utilization Of Straw

There are many straws in China which contain abundant biomass energy.Under the background of energy shortage,making full use of the energy contained in crop straw can effectively alleviate the pressure caused by energy shortage.Compared with straw returning,the off-field utilization of straw can promote the transformation of straw energy to a greater extent and reduce the waste of energy.The government has put forward a series of policies and measures for the off-field utilization over the years,but the utilization rate is still not high.As the decision makers of straw disposal,the research on farmers’ willingness of off-field will help to further improve the enthusiasm of farmers to participate in off-field utilization and provide decision-making reference for the government to orderly promote the off-field utilization of straw.Information has a great impact on farmers’ willingness choice and behavior decision-making.However,farmers usually have insufficient information in the process of production and operation,and their information ability is often weak.There are great limitations in the cognition and understanding of off-field utilization.At the same time,due to the imperfect straw collection,storage and transportation system and the complex off-field techniques for straw management,farmers are facing the risks of improper use of technology and market transaction.Therefore,the article constructed an analysis framework based on incomplete information theory and risk theory,used the field survey data of farmers in Hubei and Henan provinces and the double column model to deeply explore the interaction between information ability,risk attitude and farmers’ willingness of off-field utilization,so as to provide scientific basis for clarifying and mastering the farmers’ decision-making mechanism of off-field utilization.The paper found that:(1)Farmers’ access to information is relatively limited,their understanding and application of information is not high,and their information ability needs to be comprehensively improved.(2)The infrastructure system of straw removal is not perfect,and farmers’ participation of straw removal is not high,but they show a certain positive will.(3)Information ability has a strong role in promoting farmers’ willingness of off-field utilization,but for the degree,the information ability of different dimensions shows obvious differences.Among them,the use of information has a significant positive effect,and the information awareness and information acquisition show a significant negative effect.(4)Risk attitude plays a negative regulatory role between information awareness and farmers’ willingness of off-field utilization,and plays a positive regulatory role between access and the degree of willingness,as well as information application and willingness of off-field utilization.(5)The influence of information ability on farmers’ willingness and degree is different among farmers of different generations,incomes and business scales.In order to promote farmers to participate in the off-field utilization of straw,first of all,we need to make layout planning and improve the collection,storage and transportation system.Secondly,we should strengthen the pilot test and do a good job in demonstration and promotion.Thirdly,pay attention to publicity and education to enhance farmers’ cognition of information value.Fourth,improve the construction of network infrastructure and enrich the ways for farmers to obtain information.Finally,improve the service system and optimize the information use environment.
