The construction of rural drinking water safety supply project is one of the top priority work of "agriculture, rural areas and farmers".Under the background of high-quality development and new village building policy proposed by the central government, great attention has been attracted with the construction quality management of rural water supply projects. However, building a safe drinking water supply project in rural areas faces difficulties, the construction management is not standardized and other problems are at the forefront,as a result of which, the quality of water supply project is difficult to be effectively guaranteed. How to effectively improve the performance level of construction quality management is a hot issue to be solved in the field of rural water engineering construction.Taking the example of detailed rural drinking water safety supply projects, the influencing factors based on the grounded theory are identified in this paper.First of all,the original interview data in the form of semi-structured interview is collected. Then, the word cloud function of NVivo software is used to obtain the perceptual cognition of the project characteristics. After the process of open coding, spindle coding and selective coding,34 initial concepts,18 main categories and 5 core categories of construction quality management performance of rural drinking water supply safety project are extracted at last. Finally,a bottom-up coding path model of influencing factors is established on the basis of induction and summary. In order to clearly define the importance and deep-seated interaction of the influencing factors in the performance evaluation index system, the DEMATEL-ISM integration method is introduced in this paper. From which, the distribution diagram of the centrality and causation of the influencing factors is drawn, and the hierarchical increasing model of the relationship between the influencing factors of the construction quality management performance of rural drinking water safety supply projects is constructed, which deeply shows the internal relationship among the influencing factors. The five influencing factors shown in the results, which consist of supervision and inspection, construction environment, humanistic environment, acceptance management and construction guarantee, have the most fundamental and deepest impact on the impact path of the whole system.Based on the AHP-DEMATEL comprehensive weight and the matter-element extension model, the construction quality management performance of rural drinking water safety supply project in district H is evaluated in this paper. After a comprehensive analysis, the sequence of key influencing factors, which need to be improved,is listed in the order of priorities as below: subcontracting management, quality specification implementation, education and training, humanistic environment, mechanical equipment management, construction environment, communication, construction process control, leadership level and employee quality consciousness and behavior.Among which,it can be seen that the weak subcontracting management ability is the top priority factor, which has to be improved in the construction quality management performance of the project. The performance evaluation of construction quality management has very important practical significance for discovering and correcting construction quality management problems in time, which also provides a reference for the optimization and upgrading of construction quality management performance of rural drinking water safety supply projects in the future.
