Water plays an important role in our life. It is the basic guarantee of human life. It is one of the most important material resources for the survival and development of mankind. Man’s life is not without water, water is the most important material for human life. Without the safety of drinking water, no one’s health, social stability and economic development. Therefore, to solve the problem of rural drinking water safety is the broad masses of the people have long been looking forward to wish, is to promote social stability, is to adapt to the needs of building a well-off society in an all-round way, is a party for the masses to do practical things and the masses at heart the most authentic manifestation, rural drinking water safety is the people are most concerned about, the most urgent need to address the problem. Protection of rural drinking water safety is an important embodiment of people-oriented, governing for the people of the, is an important way for the tangible things, is the most direct, the most realistic and the most urgent livelihood projects. In recent years, the rural drinking water safety work has achieved great success, but it is still faced with many difficulties and challenges.With the development of the global economy and population, the water resources demand is increasing, the serious shortage of water resources is becoming a global problem that has plagued the human beings. I am a serious shortage of water resources, is a typical water resources shortage provinces in China. According to the Hebei Province Water Resources Assessment "(Hebei Provincial Water Conservancy Department, November 2014), multi-year average water resources produced by total to 205 billion m3, per capita water resources quantity 307 m3, 208 m3 of water per mu of arable land quantity, respectively, the per capita water resources quantity and Mu occupies the water resources quantity 1/7 and 1/9. The per capita water resources in Hebei province is far lower than that of the per capita water resources of 1000 m3, and the water resources shortage of the 500 m3 per capita is extremely short. In recent years, with the development of social economy and population increase, rapid increase in water demand for trades, the contradiction of water supply and demand more prominent, resulting in the over exploitation of water resources, far beyond the regional water resources carrying capacity, caused a series of economic, social and environmental problems, the low level of rural drinking water safety is one of the serious problems caused by the shortage of water resources. Qian’an City, Hebei province is located in the northeast of the south of Yanshan, Luan River shore, semi mountainous area. In recent years, due to the continuous drought, groundwater is declining trend, coupled with the rapid development of industrial and mining enterprises in Qian’an, the rapid growth of industrial water, the water level of the plains, a certain extent, exacerbated by the shortage of water in Qian’an City, some of the regional groundwater is polluted, and a number of new drinking water difficult village. On the basis of investigation and analysis of the current situation of rural drinking water in Qian’an, this paper makes a comprehensive evaluation of rural drinking water safety in Qian’an, and analyzes the factors and solutions of rural drinking water unsafe. The following main results have been obtained:(1) the status quo and water source type and water quality of the centralized water supply project, single village centralized water supply project in Qian’an city were analyzed. Qian’an city in recent years, the rural safety drinking water projects have achieved some results, the water safety and safety of 49%, slightly lower than the average of our country; four of rural drinking water safety in the main indicators do not meet national standards.(2)the ultimate solution to the problem of rural drinking water safety in Qian’an. And choose the successful case of the construction of rural safe drinking water project in Qian’an, which has important reference value.
