Agricultural ecology is an important content of building ecological civilization in our country,and the policy of agricultural ecological management is an important measure to ensure the "double safety" of food and ecology.Since the 18th National Congress of the CPC,the national government has introduced a number of agroecological management and protection policies,and the policy system has been continuously improved,the environmental quality has been improved,and the ecological management and protection policies have achieved certain results.However,the problems of unclear responsibilities of management and protection departments and low level of policy effectiveness still exist,and the agro-ecological management and protection policies are problems that need further study.In this paper,92 policies on agroecological protection and governance,such as agroecological protection,ecological management,arable land,water and biodiversity,etc.issued by the central government,The State Council and the Ministry of Ecology and Environment from 2012 to 2022,were taken as research samples.NVivo software was used to conduct word cloud analysis on the policy texts and extract the policy keywords.Descriptive statistical analysis was carried out from multiple dimensions,such as the subject of publication,the types of publication and the time of publication of the agricultural ecological policy texts.Secondly,the characteristics of policy tools are analyzed by using grounded theory research method,and the characteristics of the use of policy tools are further analyzed by three-level coding of policy texts.Then the PMC index model is used to quantify the policy effectiveness.The PMC index of ecological management and conservation policy was calculated and the PMC surface map was drawn according to the calculated results to further understand the shortcomings of the policy.Finally,based on the text characteristics of agricultural ecological management policy and the results of PMC index model,this paper puts forward some suggestions to improve our agricultural ecological management policy system and some strategies to optimize the combination of policy tools.The research conclusions are as follows:(1)The main body of the agricultural ecological management policy in our country presented diversified,but the joint document was insufficient.(2)The publication authority of policy issuing bodies needs to be improved.(3)The use of policy tools needs to be optimized.Over-reliance on coercive command policy tools,lack of collaborative governance policy tools,capacity building and incentive participation policy tools need to be further improved,the overall level of China’s ecological management policy is at a good level.Based on the research conclusions,the following suggestions are put forward:(1)Improve the agricultural ecological management and protection policy system.First,we should strengthen macro-control of ecological management and protection policies and raise the level of policy issuing subjects.Second,clarify the responsibilities of the subject,strengthen coordination;Third,improve the legal system of ecological management and protection,and enhance the authority of ecological management and protection.(2)Improving agricultural ecological management and protection policy tools.We will continue to maintain the guiding position of mandatory command policy tools,strengthen the use of collaborative governance policy tools,and optimize the mix of policy tools.(3)Optimize policy content and improve policy effectiveness.We will accelerate the introduction of targeted and well-targeted management and protection policies.Diverse participation will enhance policy effectiveness.
