Research Of Verification,Rectification And Complement Of Permanent Basic Farmland Of Changzhou Economic Development Zone

As the essence of arable land,permanent basic farmland is the basis of the implementation of national grain strategic.Therefore we should not only pay attention to the protection of its quantity,but also pay attention to improve and optimize its quality and distribution to prevent its quality decline or production capacity decline.The last result of permanent basic farmland delimitation shows more and more problems and contradictions,includes the quality of designated permanent basic farmland is being fall off;more and more permanent basic farmland is being dig to ponds to raise fish,or to grow cash crops,or being abandoned which is caused by the low participation of farmers;as the original delineation rules as one-size-fits-all solution,it is short of combining with local reality,which results in the limitation of urban construction development;as the ecological function,landscape culture function of the demarcated plot are highlighting,its economic serving function is obviously decreasing,so that these plot are not suitable to be classified as permanent basic farmland yet,etc.Therefore,based on the angle of multi-function of arable land the thesis is trying to explore the construction of multi-functional comprehensive evaluation indicator system of arable land to calculate the value of arable land in economic production,social security,ecology,landscape culture and its multi-functional composite strength by means of survey,analytical hierarchy process to classify the results of the last round of permanent basic farmland: the plot need to be reserved,the plot need to be rectify,and the plot need to be removed.Finally,the thesis makes Changzhou Economic Development Zone as an example to conduct an empirical research as well as to put forward different various protect measures.The main results are as follows:(1)The regional difference in multifunction of arable land of Changzhou Economic Development Zone is obvious.There will be some reference value for the designation and protection of the permanent basic farmland from the point of the multi-function of arable land.(2)The work of designating permanent basic farmland needs a global angle and increasing the participation of famers.(3)In order to strengthen the designation of permanent basic farmland as well as its protection effect,the plot of permanent basic farmland divided by evaluation value of multi-function of arable land should be implemented by differentiated measures.
