Farmland is the most valuable land resource in China,and the permanent basic farmland is the most excellent farmland.In recent years,China has strengthened the construction of ecological civilization,and the overall quality of farmland has been improved.However,as urbanization process continues,the demand of land for urban will continue to increase in future,and the conflict between urban development and farmland protection will be increasingly intensified.In such a context,farmland and the permanent basic farmland protection should also keep pace with the times and coordinate the conflicts between farmland protection and urban development,giving priority to protection and taking into account development,in order to better achieve the purpose of farmland protection and guarantee food security,and to promote higher quality urban development.This study focuses on the coordination between the permanent basic farmland protection and urban development,and proposes the idea of optimization and adjustment of the permanent basic farmland.A comprehensive evaluation of the farmland and the permanent basic farmland in the central zone of Huzhou City is conducted by establishing "Trinity" comprehensive evaluation system.On the basis of considering and analyzing the current situation and development trend of Huzhou city,the FLUS model is applied to predict and determine the urban development boundary in 2035.Combining the comprehensive evaluation results and urban development boundaries,the ideas and methods for the optimal adjustment of the permanent basic farmland are proposed,and the optimization and adjustment results of the permanent basic farmland is obtained,so as to achieve the purpose of coordinating the contradiction between arable land protection and urban development.The main conclusions are as follows:(1)Based on the concept of "Trinity" protection of farmland,the “Trinity”comprehensive evaluation system of farmland is established,and the results of farmland in the central zone of Huzhou city are obtained.The results show that the overall quality of farmland is generally high,and the overall score of Nanxun District is higher than the Wu Xing District.Based on the results,the farmland in the central zone of Huzhou City is divided into three levels,and the graded results are overlaid with the achievements in delimitation of permanent basic farmland for analysis to clarify the comprehensive quality of the permanent basic farmland and the direction of optimization.(2)Using the FLUS model,the land use in 2019 is simulated based on the 2015 data and the corresponding model parameters are set based on the 2015-2019 land use data.The overall accuracy and Kappa coefficient shows that the FLUS model could effectively simulate the land use changes.Therefore,based on the current land use data in 2019,this paper simulates the land use change in 2035 under two different scenarios of no occupation of the permanent basic farmland and no occupation of high-quality permanent basic farmland,and then applies the UGBs model to determine the urban development boundaries in 2035 under these two scenarios,and a comparative analysis of the urban development boundaries under these two scenarios is carried out.(3)According to the idea of optimization and adjustment of the permanent basic farmland by "preserving and accepting the best,eliminating the bad",the high-quality permanent basic farmland is protected,and the fragmented permanent basic farmland within the urban development boundary is allowed to be transferred out due to the development demanding of the city,thus 7,846.78 hectares of the permanent basic farmland need to be optimally adjusted.Based on the results of comprehensive evaluation and urban development boundary,the area of farmland that can be used for supplementation is 7,948.07 hectares,indicating that the central zone of Huzhou City has enough high-quality farmland for the optimization and adjustment of the permanent basic farmland.After optimization and adjustment,the comprehensive quality evaluation score,contiguity and average farmland quality of the permanent basic farmland have been improved to a certain extent,indicating that the idea of optimization and adjustment of the permanent basic farmland based on coordinating farmland protection and urban development is feasible.This study can provide some ideas and paths to solve the contradictions and conflicts between the red line of the permanent basic farmland protection and urban development boundary in the overall territorial spatial planning,and make the two red lines achieve the requirements of no overlap and no crossover.
