Cultivated land is the most precious resource in China,and permanent basic farmland is the cultivated land with the best quality.Implementing the strictest cultivated land protection system is an important national policy in China.However,with the development of society and the continuous promotion of urbanization,the spear and shield between urban development and cultivated land protection is becoming increasingly prominent.In the content of land spatial planning that reflects the modernization requirements of the spatial governance system in the new era,the most important task of overall delimitation and implementation of three control lines(permanent basic farmland,urban development boundary and ecological protection red line)is to coordinate the relationship between cultivated land protection and urban development.This thesis focuses on the protection of cultivated land and permanent basic farmland,Under the new background of land protection and urban development,we should explore the overall balance of farmland protection and urban development.Taking the optimization of permanent basic farmland delimitation and current cultivated land protection zoning as the main research content,this thesis forecasts the bottom line of cultivated land protection based on food security with equal emphasis on "quantity,quality and ecology".Then,according to the prediction results of the bottom line of cultivated land protection and the comprehensive evaluation and classification system of cultivated land,the current cultivated land is divided into the bottom line area of cultivated land protection and the general area of cultivated land protection,redefine the permanent basic farmland,the contradictions and conflicts between the permanent basic farmland and the urban development boundary and the land for major projects are coordinated.The main conclusions are as follows:(1)In Taihe County,the demand for cultivated land to meet food security will be38065.18 hectares in 2025 and 41295.63 hectares in 2035.The current cultivated land area of Taihe County is 53991.92 hectares.Under the current strict cultivated land protection policy,the cultivated land area will increase unabated in the future.Therefore,only under the condition of ensuring food self-sufficiency,the food security of Taihe County can be guaranteed in the future.However,as one of the few major national agricultural production areas in Ji’an City and even Jiangxi Province,Taihe County is responsible for maintaining national food security.Therefore,we should not only contribute to national food security,but also consider the development of local economy.Under this requirement,Taihe County should continue to optimize the protection pattern of cultivated land and permanent basic farmland,so as to achieve a balance between cultivated land protection and economic development.(2)The overall quality of cultivated land in Taihe County is good,with grade 2cultivated land accounting for 54.03%.This kind of cultivated land has good fertility.The second is the third-class land,accounting for 39.83% of the total cultivated land reserve resources in Taihe County,and the fourth-class land accounts for 10.86%.This kind of fertility is general,Most of them are fragmented and distributed on mountains and hills,with poor farming conditions,and the number of first-class and fifth-class land is small.(3)According to the research idea of cultivated land protection pattern,the current cultivated land in Taihe County is protected and divided.After the division,the bottom line area of cultivated land protection in Taihe County is 41322.61 hectares,accounting for77.51% of the total area of current cultivated land,which can meet the cultivated land demand of Taihe County to ensure food security in 2035,and the general area of cultivated land protection in Taihe County is 11999.15 hectares,It accounts for 22.49% of the total area of cultivated land.(4)Based on the idea of balanced protection and development,the permanent basic farmland is redrawn,with a designated area of 45169.38 hectares.After redefinition,the permanent basic farmland will not conflict with the urban development boundary of Taihe County and key projects;Meanwhile,all non cultivated land within the originally designated permanent basic farmland will be transferred out.The area of permanent basic farmland after redefinition remains unchanged,the proportion of first-class,second-class and third-class land with good quality is increased,all fourth-class and fifth-class land with poor quality are transferred out,and the overall quality of cultivated land is improved;At the same time,the distribution of cultivated land is more concentrated and contiguous than before optimization,and the spatial location is more concentrated.
