The economic growth is accelerating after the reform and development of our conutry, rural areas are constantly urbanization and industrialization, urban construction land area is growing, farming land and urban and industrial development in the space generated by friction, these are made less and less agricultural land. At the same time the quality of industrial chemical pollution of land and the destruction of the environment surrounding land, affecting the ecological balance and natural resources. For these reasons the safety of food production in the country had a great threat. Basic farmland permanently designated for ensuring food security, alleviate the food crisis, to ensure ecological safety, ensure quality arable land and promote sustainable economic development is of great significance.This study is based mainly on the second national land survey land units to provide data software applications, maps,cities and counties in Jiangxi land use planning as well as the "basic farmland designated Technical Specification" and other information, MapGis use software platform to build a relational database of basic farmland, And the use of object-oriented visual programming language C ++ in software VC ++ 6.0, design and realization of basic farmland permanently designated system of Jiangxi Province. The first part introduces the purpose, the background and significance of this research background, conditions on arable land protection plan is reviewed and abroad, a clear objective of this study and the main content.
