China is a large agricultural country and the country with the largest application of fertilizer in the world.As one of the important agricultural input elements,fertilizer is of great significance to increase grain production and maintain food security.However,excessive reliance on fertilizer to increase production has reduced the soil’s water-fixing and water-storing capacity,resulting in a series of ecological and environmental problems such as soil compaction and soil erosion.Conservation tillage technology can increase soil organic fertility,improve soil structure,promote soil nutrient absorption,and realize the sustainable production of cultivated land.Therefore,combined with the future trend of agricultural land transfer,this paper discusses the relationship between conservation tillage technology and fertilizer use efficiency,evaluates the implementation effect of conservation tillage technology,and the impact of conservation tillage technology on fertilizer use efficiency under different business scales,which in order to provide guidance for future agricultural policies.Henan,Shanxi and Shaanxi are important major grain producing areas in China.Taking Henan,Shanxi and Shaanxi as sample provinces,and 23 administrative villages in 7 counties were selected as the research area.In the beginning,descriptive statistics is used to analyze the adoption status,future attitude,adoption reasons,adoption effect of farmers’ conservation tillage technology and the status of fertilizer application.Besides,the data envelopment analysis(DEA model)is used to calculate the fertilizer utilization efficiency in the study area,and the endogenous transformation model is used to construct an econometric model of the effect of the behavioral choice of farmers adopting conservation tillage technology on fertilizer use efficiency.In addition,with the scale of operation as the threshold variable,the threshold regression effect of the effect of conservation tillage technology on fertilizer utilization efficiency was analyzed.The results showed: Firstly,the fertilizer use efficiency of the study area in 2021 is 0.43,indicating that under the current production conditions,there is still 57% room for improvement;secondly,age,cultivated land fragmentation and disaster frequency have a negative impact on the adoption of conservation tillage technology.Information literacy,income status,publicity and training have a positive impact on the adoption of conservation tillage technology;Through the analysis of farmers with different adoption conditions,it is found that among farmers who adopt conservation tillage technology,education,information literacy,social network,income and operation scale have a positive impact on fertilizer use efficiency.The effects of farmland fragmentation and disaster frequency on fertilizer use efficiency are negative.For farmers who do not adopt conservation tillage technology,the number of agricultural labor force has a positive impact on the utilization efficiency of chemical fertilizer.The impact of cultivated land fragmentation on fertilizer use efficiency is negative.The counterfactual hypotheses all show that the adoption of conservation tillage technology is not conducive to the improvement of fertilizer use efficiency;finally,from the threshold regression results,under the influence of business scale,conservation tillage technology has three threshold effects on fertilizer use efficiency.When the operation scale is less than 2 mu,conservation tillage technology has a negative impact on the fertilizer use efficiency.When the operation scale is expanded beyond the first threshold 2,the negative impact of conservation tillage technology on fertilizer use efficiency will be significantly reduced.When the operation scale expands again and exceeds the second threshold of 3.4,the negative impact of conservation tillage technology on fertilizer use efficiency will be reduced again.When the operation scale exceeds 15 mu,the impact of conservation tillage technology on fertilizer use efficiency is positive.The policy implications based on the above analysis are as follows:(1)Strengthen the publicity of conservation tillage technology to be comprehensive and profound.(2)Improve farming conditions and strengthen agricultural financial support;Improve the education level and agricultural information literacy,then standardize the adoption of conservation tillage technology of farmer(3)Further accelerate land transfer and contract work,provide certain preferential policies to encourage land contracting,moderately expand the scale of farmland management,and allow conservation tillage technology to bring about a virtuous circle of fertilizer utilization efficiency.
