Study On Investment Guarantee Mechanism Of High-standard Farmland In Sichuan Province

In the current stage of agricultural development and construction in Sichuan Province,the construction of high standard farmland is of great significance.First of all,Sichuan is a major grain producing province and also a major grain consuming province.In order to further improve grain production capacity on the existing basis,help ensure national food security and bring more and more income to farmers,it is necessary to continuously improve farmland standards.By the end of 2020,the construction volume of high standard farmland in Sichuan Province has reached 44.96 million mu,which has made an important contribution to improving grain output and alleviating grain shortage.As for the financial investment in the construction of high standard farmland,the current subsidy standard of Sichuan Province is that the average investment per mu is no less than3000 yuan.The vast majority of cultivated land in Sichuan Province is hilly and mountainous areas,and the plain area is less than 10%.At present,the average construction cost per mu of Hilly and mountainous areas in Sichuan Province is more than 5000 yuan and 7000 yuan respectively.However,the current investment standard is quite different from the actual demand,which can not guarantee the input cost of Hilly and mountainous areas,and the construction of high-standard farmland according to local conditions is more difficult.This means that under the high cost demand of high-standard farmland construction in Hilly and mountainous areas of Sichuan Province,it is difficult to meet the requirements of national construction standards only by financial investment.It is still necessary to expand funds,implement relevant policy guarantees and improve the performance of high-standard farmland.In order to improve the provincial agricultural construction standards and do a good job in the work related to food security,Sichuan Province has formulated and issued a series of opinions,master plans and other policies or planning documents.By investigating the policies and implementation of high-standard farmland construction in Sichuan Province,this paper analyzes and studies the investment status,main structure and overall performance achievements and efficiency losses of high-standard farmland construction in Sichuan Province,summarizes the work achievements of relevant departments in high-standard farmland construction from2011 to 2020,carries out analysis and research,and tries to provide special and complex natural,social Under economic conditions,the capital investment and construction benefits of high-standard farmland can provide reference,and even put forward corresponding optimization strategies and suggestions.At present,although the construction of high standard farmland in Sichuan Province has achieved phased results,the follow-up development still has a long way to go.Facing the problems of low construction investment standards,weak farmers’ enthusiasm for participation and insufficient use and maintenance after construction,Sichuan province needs to take effective measures in terms of capital and management.First of all,in terms of investment,the capital investment of high-standard farmland construction in Sichuan Province mainly comes from the central investment funds and local supporting funds,in addition to a small amount of social capital investment.Second,in terms of investment standards,Sichuan Province has formulated different construction fund standards according to the characteristics of different geographical locations.Third,in terms of the application of funds,at present,it is mainly investigated from the two index levels of "new cultivated land area" and "new grain output".Based on the above current situation and existing problems,this paper tries to put forward countermeasures and suggestions,that is,Sichuan Province can consider further increasing financial investment at the capital level in the future work,and encourage multiple channels to ensure the investment of local governments;The investment funds for high-standard farmland construction shall be earmarked to avoid the transfer of high-standard farmland construction funds to other projects in the past.At the management level,strictly manage the construction and implementation of high-standard farmland from the government level,even include it in the scope of the governor responsibility system,conduct target assessment for the later construction results,and establish relevant mechanisms such as "notification of assessment results" and "implementation of later rectification" to ensure the landing,stability and implementation of various management measures.Fourth,from the performance analysis of the construction,the quality grade of cultivated land in Sichuan Province has reached the standard of high-grade land in 2019,even close to the standard of excellent land.By 2021,44.96 million mu of high-standard farmland has been built in Sichuan Province,the grain production capacity of the province has been maintained at more than 70 billion kg,and the income level of farmers has been greatly improved.However,there are still deficiencies,resulting in benefit losses,Such as low input-output and low farmland quality.On the whole,there is still room to improve the development level,quality and efficiency of agricultural industry in Sichuan Province,or adjust the overall production structure,continuously improve the industrial system,optimize the agricultural production environment,continuously improve the level of specialization,and develop towards the trend of intensification and scale.We can focus on promoting efficient water-saving irrigation technology to avoid serious agricultural non-point source pollution caused by production,protect the surrounding ecological environment while renovating the rural environment,maintain the normal growth law of mountains,rivers,forests,fields,lakes and grasses,provide agricultural guarantee for the early revitalization of villages,the establishment of ecologically livable villages,and the consolidation of poverty alleviation achievements,and eliminate the return to poverty due to environmental problems.
