The Yellow River Basin Ecological Protection and high-quality development symposium proposed that water resources were supposed to be the most rigid constraint in 2019.It is imperative to strengthen the management of water quotas,curb irrational water demand and behavior,establish and improve a water-saving system and comprehensively promote the construction of a water-saving society.The rational use of water resources has become the core issue of the high-quality development of the agricultural economy in the Yellow River Basin.The Upper Yellow River are important water conservation areas and major agricultural production areas in the Yellow River Basin.The surface runoff accounts for 60% of the entire Yellow River Basin,and the agricultural water consumption accounts for 40% of the entire Basin.The agricultural output in the Upper Yellow River was not high and the water resources were fragile.The problems of high performance and low utilization efficiency were more prominent.In this context,the evaluation of the value of agricultural water resources in the Upper Yellow River is particularly important.Most of the traditional water resources value research focused on the impact of water resources on the economic system,and there were few studies that place water resources in the ecological economic system.Consequently,based on the theory of labor value,utility value,ecological value and other theories,combining the natural and socio-economic attributes of water resources,the emergy analysis method was used to evaluate the production value of agricultural water resources in the Upper Yellow River from 2010 to 2019.By studying the temporal and spatial pattern evolution characteristics and influencing factors of its agricultural production value,a way to improve the production value of agricultural water resources in the Upper Yellow River is formulated.It is of great significance for strengthening the management of agricultural water resources,accelerating agricultural modernization,and promoting the high-quality development of agricultural economy in the Upper Yellow River.Based on the above background,the main research contents and results of this paper are as follows:(1)From the perspective of “economic society-ecological environment complex system”,the value of agricultural water resources has multiple attributes such as natural attributes,social attributes,economic attributes,etc.The contribution of water resources as a factor of production to various agricultural production and economic activities in the agro-ecological economic system is called the production value of agricultural water resources.Therefore,an evaluation method of agricultural water resources production value was proposed by using the emergy analysis method of ecological economics theory.The production value of agricultural water resources in 22 cities in the Upper Yellow River from 2010 to 2019 was evaluated by means of studying the formation mechanism of agricultural water resources production value.Finally,it was evaluated that the production value of agricultural water resources in the Upper Yellow River varies greatly in different cities and at different times.(2)In terms of time dimension,the overall production value of agricultural water resources in the Upper Yellow River from 2010 to 2019 showed a slow growth trend.The lack of obvious growth indicates that there existed much room for improvement in agricultural economic development and water resources management in the Upper Yellow River.In the spatial dimension,the spatial distribution characteristics of agricultural water resources production value in the upper Yellow River were mainly analyzed from two aspects,including global spatial autocorrelation and local spatial autocorrelation.Through the analysis of global spatial autocorrelation,it was found that the production value of agricultural water resources in the Upper Yellow River had a strong positive spatial correlation from 2010 to 2019.Respectively,global Moran’s I were 0.2702,0.2743,0.2515,0.3923,0.4029,0.4180,0.4787,0.4886,0.4958 and 0.4027.Through local spatial autocorrelation analysis,it was determined that the production value of agricultural water resources in the upper Yellow River had strong spatial agglomeration.The production value of agricultural water resources in the Inner Mongolia section were dominated by the “high-high” agglomeration pattern.On the contrary,the value of agricultural water resources in the Gansu section were mainly based on the “low-low” agglomeration pattern.(3)The multiple regression analysis method was used to explore the influencing factors of agricultural water resources production value in the Upper Yellow River.Nine variables were screened out from the five aspects of water resource consumption,economic development level,input and output of agricultural economic system,natural geographical conditions and government support to researched the value of agricultural water resources in the Upper Yellow River.Among them,the indicators of altitude,annual average temperature,agricultural water consumption,agricultural labor force and agricultural chemical fertilizer application had a significant negative effect on the production value of agricultural water resources in the Upper Yellow River.Crop sown area,government expenditure on agriculture,total agricultural output value and agricultural machinery power indicators had a significant positive impact on the production value of agricultural water resources in the Upper Yellow River.Through the analysis of the temporal and spatial distribution of the production value of agricultural water resources in the upper Yellow River and the restrictive factors,the problem of the large difference in the production value of agricultural water resources in the upper Yellow River could be reasonably explained.(4)Through the analysis of the influencing factors affecting the production value of agricultural water resources in the Upper Yellow River,six suggestions are put forward for the selection of ways to enhance the production value of agricultural water resources in the Upper Yellow River.To begin with,improving the utilization rate of agricultural water resources is crucial.What’s more,improving the level of agricultural economic development is significant.Moreover,promoting the sustainable development of the agricultural ecological economic system in the Upper Yellow River is particularly important.In addition,rationally planning the agricultural industry structure is of vital importance.Furthermore,increasing government support is playing a vital role.Last but not least,it’s essential that water-saving consciousness of farmers are supposed to be improved urgently.To some extent,it’s hoped that the production value of agricultural water resources in the Upper Yellow River can be improved and the differences can be narrowed,the management of agricultural water resources will be strengthened,the realization of agricultural modernization will be accelerated,and the high-quality development of the agricultural economy in the Upper Yellow River will be promoted.
