Research On Influencing Factors And Promotion Strategies Of China’s Pelagic Fishery Industry Competitiveness From The Perspective Of Global Value Chain

The development of ocean fishery itself is in the "One Belt And One Road" plan,and takes advantage of industrial advantages actively to promote the implementation of the national One Belt And One Road initiative.In addition,China ’s economic development has entered the "new normal",so it is necessary to evaluate the international competitiveness of China’ s pelagic fishery objectively and comprehensively.The report to the 19 th National Congress of the Communist Party of China stressed that the development of the new era should implement the concept of innovative,coordinated,green,open and shared development,and the ocean-going economy occupies a certain strategic space in China’s economic,social and ecological civilization development.It is a special field for accelerating the formation of new industries and promoting new growth and stability.The ocean-going economy has always played a leading role in the overall development of the Marine economy and the new era of the global value chain.As China enters a new era,the ocean fishery industry has started a new step.This paper samples 37 ocean fishery enterprises,constructs the influencing factor model of global value chain,and studies the development situation,development trend,competitiveness influencing factors and competitiveness promotion strategy.The results found that,In the business scope does not cover the whole industrial chain,Enterprise comprehensive utilization of ocean fishery resources strength,opportunities and challenges("three no" ships and the international political situation changes and other macro factors to bring opportunities and challenges)and the government public services and ocean policy(including the government macro guidance for the whole industry and consultation with international government behavior and their policy demand and expectations)is not over dependent will bring strong industrial competitiveness;If the enterprise business covers the whole industrial chain,Production factors(including enterprise comprehensive ability and scientific and technological innovation promotion),opportunities and challenges("three no" ships and other micro level impact on enterprises and international political situation)and the government to provide public services and their own ocean policy needs(including the government macro guidance to the whole industry and consultation with international parties and enterprises own policy needs and expectations)will also bring high industrial competitiveness.The research results also found that without covering the whole industry chain,even if the enterprise has the comprehensive utilization of ocean fishery resources and the ability to actively meet challenges and transform them into opportunities cannot produce high industrial competitiveness;even if the enterprise has the ability to actively respond to challenges and actively guide the whole industry and consult with international parties and its own policy demand and expectations.Through the analysis of ocean fishery industry,the competitiveness of ocean fishery industry from the perspective of global value chain.1.actively inlaid into the global value chain to support the construction of the whole industrial chain of ocean fishery;2.The government leads the leadership of public services in the ocean industry and deepen the formulation of ocean policy;Enterprises and the government work together to solve challenges and transform challenges into opportunities;4.Strengthen information technology guidance,enhance the comprehensive utilization strength of ocean fishery resources;5.Support leading enterprises,leading the ocean fishery industry to improve their competitiveness.
