Historical Research On Fishery Economy In Hubei Province(1949-1978)

The economic policy after the founding of New China has changed greatly compared with the economic policies of the Anti-Japanese War,including fisheries.The New China Government has made certain efforts in the promotion of fishery technology,fishermen’s education,fishery administration and fishery infrastructure.However,the development of fisheries in the new era is subject to the domestic political and agricultural economic environment.It has experienced many twists and turns.In the 30 years since the founding of the People’s Republic of China,local governments have had a good or bad understanding of the underlying practices of fisheries reform.In the process of fishery development,influenced by the inconsistency of the level of productivity development,a variety of organizational forms have been formed,and the transition from mutual aid groups and junior high-level cooperatives to people’s communes has been experienced.In the process of changing fishery organizations,Hubei fishery,as the most representative freshwater fishery in the country,has experienced many difficulties.From the perspective of “three fisheries”(fisheries,fishermen,fishing villages),in the early days of the founding of the country,“three fishing” Coordinated development,compared with the founding of the new China,the collective action of the fishermen greatly improved production efficiency.In the period of the People’s Commune,due to the violation of the principle of voluntariness and the influence of the “democracy evaluation points” during the “Cultural Revolution”,the fishery production efficiency in Hubei was extremely low.In addition,the impact of factors such as the reduction of fishing boat fishing gear,lake reclamation,and fishery water pollution has led to conflicts of interests and resources in fisheries,farmland farming,and industry.O n the other hand,fish farming is obviously better than “fishing by the nature”.In the past ten years after the founding of the country,fish farming in Hubei has not been developed,which also includes institutional and technical reasons.Based on the first-hand archives,this paper systematically combs the impact of fishery production structure,policies and environmental resources on fishery production in Hubei since the founding of the People’s Republic of China.From the perspectives of fishing,aquaculture and fishery,the study of 1949-1978 The cause of the stagnation of fisheries development in Hubei.
