The oceans are rich in biological resources and are one of the world’s largest reservoirs of carbon.According to the Blue Carbon Report,the ocean holds more than55% of the Earth’s biological carbon,including algae,plankton and mangroves.Based on the function of ocean carbon sink,marine fisheries should be vigorously developed to achieve low-carbon fisheries.As an important fishery base,the development of mariculture and fishing industry in coastal areas has greatly promoted the rapid development of China’s fishery economy.However,the long-term reliance on the high energy consumption and high pollution of traditional farming and fishing methods has caused massive energy consumption and increased carbon emissions from fisheries,further leading to the deterioration of the fisheries ecological environment and posing new challenges for the low-carbon development of marine fisheries.In addition,in recent years,the ecological environment of marine fisheries has received widespread attention from the international community,and in this context,it is urgent to restrain the marine environmental problems.For this reason,it is important to analyze the current situation and future development trend of marine fisheries eco-efficiency in China,and to study the interaction between environmental regulation and science and technology level and marine fisheries eco-efficiency.In order to solve the above problems,this paper firstly compares the previous studies on the relationship between carbon emissions from fisheries,fisheries ecoefficiency,environmental regulation and science and technology innovation and fisheries eco-efficiency,and reviews them to further determine the research direction and methodology of this paper.On this basis,this paper introduces the concepts related to low carbon fisheries,fisheries carbon emissions,fisheries eco-efficiency and fisheries eco-efficiency evaluation methods,and further selects fisheries-related data from 2003-2018 in 11 coastal provinces(municipalities),firstly measures fisheries carbon emissions and carbon sinks,and evaluates fisheries eco-efficiency from both dynamic and static levels through the super-efficient DEA-SBM model to measure fisheries eco-efficiency Secondly,based on the PVAR model,the relationship between environmental regulation,scientific and technological innovation and fisheries ecoefficiency was empirically analyzed,and the following conclusions were drawn:(1)In general,the carbon emissions from fisheries in coastal areas from 2003 to 2018 showed a double "M " type change characteristics,i.e.,"up-down-up-down ",with large fluctuations,while the carbon sink of fishery is on an upward trend.From a regional perspective,the carbon emissions from fisheries are from small to large: Tianjin <Shanghai < Hebei < Jiangsu < Guangxi < Hainan < Liaoning < Shandong < Fujian <Guangdong < Zhejiang.Among them,the two provinces with the largest shellfish aquaculture are Fujian and Shandong,followed by Liaoning and Shandong Guangdong and Guangxi,and Shanghai and Tianjin even appear to be 0.(2)At present,the marine fisheries eco-efficiency of the whole coastal area is changing slowly,with an overall upward trend.In the future,the low fisheries eco-efficiency will gradually converge to the high fisheries eco-efficiency zone,and the gap between regions will also be narrowing.In terms of regions,fishery eco-efficiency: Yellow and Bohai Sea region >Pearl River Delta region > Yangtze River Delta region,fishery technical efficiency:Yellow and Bohai Sea region > Pearl River Delta region > Yangtze River Delta region;scale efficiency: Pearl River Delta region > Yangtze River Delta region > Yellow and Bohai Sea region.(3)Environmental regulation and technological innovation promote the improvement of fisheries eco-efficiency,but there are obvious regional differences in the influence of fisheries eco-efficiency by environmental regulation and technological innovation,with the contribution of environmental regulation to fisheries eco-efficiency being greater than that of technological innovation to fisheries ecoefficiency in 11 coastal provinces(cities),the Yellow and Bohai Sea region and the Pearl River Delta region,and vice versa in the Yangtze River Delta.While the effects of fisheries eco-efficiency on environmental regulation and science and technology innovation are transient promotions with a certain latent period,and then specifically on environmental regulation and science and technology innovation,the interactions between them are not equal.Finally,based on the above findings,the recommendations of adjusting the industrial structure of fisheries,optimizing the allocation of factors;establishing innovation mechanisms,giving full play to the advantages of environmental science and technology,and encouraging regional cooperation are proposed to promote the green and coordinated sustainable development of fisheries and improve the ecological efficiency of fisheries.
