Study Of The Influence Of Social Factors On The Occurrence Of Forest Fires In Guangdong

Forest fire is a sudden strong,destructive,rescue more difficult natural disasters,is the most dangerous forest,the most terrible enemy,has become one of the important disasters affecting ecological security.The quality of forest resources in Guangdong province is low,the ecological function is weak,and the distribution of forest resources is uneven.Forest fires are critical to forest health and safety.Based on the historical data of forest fires in Guangdong province from 1995 to 2015,the influence of 10 social factors on forest fires in Guangdong was studied using SPSS,Excel and other software,and a coping strategy for social management of forest fires was proposed.The main findings are as follows:(1)Local folk behavior has a significant impact on forest fires.Statistical analysis shows that burning paper in graves,burning wasteland,burning carbon,man-made play with fire is still the leading cause of forest fires,but the essence is the lack of education and low quality of the population caused by local folk behavior.The effect of education on forest fires specifically includes the basic knowledge of forest fires and the grasp of emergency measures for forest fires.(2)Industrial structure,population factors have a slight impact on the occurrence of forest fires.The industrial structure and the growth of township population have some influence on forest fires.Correlation analysis shows that there is a correlation between forest fires and industrial structure,which,the number of fires and the primary industry added value was positive correlation,and the second and third Industries added value was mainly negative correlation;There is a direct relationship between the occurrence of forest fires and population factors,population growth is one of the important social factors affecting forest fires,in which the township population factors and the total population at the end of the year and the number of Fire release are showing a certain positive correlation.(3)The social factors affecting forest fires have obvious regional differences.The statistical analysis of the number of forest fires in 21 prefecture-level cities in Guangdong shows that the number of forest fires is related to the distribution of forest resources and the level of urbanization,forestry policy,forestry investment and other social factors.Among them,the most abundant forest resources in northern Guangdong,but urbanization,economic and other conditions are relatively backward,relatively low level of Education per capita,forest fire awareness is relatively backward,therefore,the probability of forest fires caused by human factors is higher than the other three areas;On the contrary,the conditions in the Pearl River Delta region are better,the prevention and control of forest fires is strong,and the number of fires is small.Therefore,according to the stage of local economic and social development,the development of differentiated forest fire prevention and control countermeasures are carried out..(4)Forest fire social governance system and governance capacity modernization impact.Forest fire prevention and control work in Guangdong province,the presence of local forest fire management laws and regulations are not perfect,fire publicity and education,executive leadership responsibility system and the implementation of the ”township rules and regulations " is not in place,forest fire prevention and control infrastructure construction capacity is insufficient and other social governance issues,the essence of the government’sIn order to better protect forest resources,reduce the probability of forest fires,eliminate the hidden safety of forest resources,put forward the following countermeasures for the social factors and problems affecting forest fires in Guangdong province:(1)Improve the forest fire prevention and control system,develop local forest management rules and regulations standards,ensure Forest safety;(2)Strengthen the cooperation between the forestry improve the level and capacity of forest fire prevention.(3)Strengthen the supervision of forest fire prevention departments,refine the work content,implement and improve the forest regulatory responsibility system;(4)Increase investment in forestry research,promote the transformation of forest fire research results,training forest fire prevention professionals,improve the level and capacity of forest fire prevention.
