Research On The Status And Prevention Countermeasures Of Forest Fire In Hebei Province

Forest fires are sudden natural disasters that are of public interest and pose a major threat to the protection of ecological resources and the safety of people’s lives and property,and require rapid response by the government and management departments.Scholars’ research on forest fire crisis management mainly focuses on the response and disposal of forest fires.But,from the perspective of public crisis management,the research on the whole process from risk identification as the starting point to recovery as the end is not sufficient.Hebei Province is located near Beijing and has a special location.In recent years,forest fires have occurred frequently.It is responsible for protecting the ecological environment and resources.It is necessary to use public crisis management theory to re-examine the forest fire prevention and control practices in Hebei Province and further improve the forest fire prevention and control system.This is of great significance for preventing and handling forest fires more effectively and protecting the safety of forest resources.The forest fires in Hebei Province from 2001 to 2018 showed the basic characteristics of spatial distribution in the south and north in the north,the time distribution was concentrated in March and April,and man-made fire sources were the main characteristics.Since the founding of PRC,the forest fire prevention and control work in Hebei Province has gradually developed.After 2011,great progress has been made.However,there are still some problems,which are mainly manifested in the poor operation of the new forest fire prevention and control system,imperfect risk management system,and emergency rescue.Team building needs to be strengthened urgently and infrastructure is weak.The causes of these problems are multifaceted,mainly due to the concentration of various contradictions during the run-in period of the new forest fire prevention and control system,the lack of a strong foundation for forest fire risk management,and the limited development of professional teams.The implementation of the forest fire prevention plan is not effective.Based on the analysis of the law of forest fires in Hebei Province and the problems in the practice of prevention and control,and the use of public crisis management related theories,it is believed that to do a good job in forest fire prevention under the new system,it is necessary to strengthen the integrated construction of forest fire prevention and control and improve forest fire risks,the work chain of identification and early warning-prevention-emergency preparation-emergency response-post-disaster recovery,pay more attention to forest fire risk management,pay attention to the fire source management to carry out fire prevention,vigorously strengthen the construction of forest fire professional teams,and implement the forest fire prevention plan,strengthen the fire prevention and control infrastructure,the forest fire prevention and control capabilities of Hebei Province will be improved in an all-round way,and forest resources and people’s property safety will be more effectively protected.
