Evaluation Of Forest Fire Prevention And Control Ability In G City Based On AHP Analysis

Forest fire prevention and control is an important part of forest fire emergency management and an important content of government emergency management.Forest fire prevention and control capabilities directly reflect the level of forest fire emergency management capabilities.Therefore,a purposeful evaluation of forest fire prevention and control capabilities is necessary.This thesis focuses on the evaluation of forest fire prevention and control capabilities in G City.First,based on the theory of disaster emergency management and a large number of relevant documents on forest fire prevention and control,combined with the focus of the 13th Five-year Plan for Forest Fire Prevention in G City and the characteristics of forest fires in G City over the years,preliminary evaluation indicators for forest fire prevention and control capabilities were prepared and sent to 40 experts for selection.After two rounds of feedback,an agreement was reached to establish a three-level indicator forest fire prevention and control capability evaluation model,including 1 indicator on the first layer,2 indicators on the second layer,and 10 on the third layer.The indicators are explained at each level.Secondly,expert scores are used to determine the importance weights of the indicators at each level of the forest fire prevention and controlling capability evaluation model.Thirdly,the forest fire prevention and controlling ability evaluation model was used to evaluate the forest fire prevention and controlling ability in G city in the last four years(2016-2019)and the first four years(2012-2015)controlling problems.From the problem analysis of various evaluation factors of forest fire prevention and controlling in G city as the starting point,and the disaster emergency management theory as a match bridge,the issue of forest fire prevention and control is extended to the level of forest fire emergency management,and the point,line and surface are interlocked.Finally,countermeasures are put forward in a targeted manner,such as strengthening forest fire prevention publicity,education to create a good atmosphere for fire prevention for the entire population and the construction of the legal system and improving the mechanism for managing fires according to law.
