The Key national forest area refers to the size of Heilongjiang,Inner Mongolia,Jilin Xing'an Mountains and Changbai Mountain national forest area,also known as the Northeast,Inner Mongolia key national forest area.Northeast China,Inner Mongolia,the key national forest area is the largest forest area in China,the most concentrated distribution of natural forest area,the most abundant biodiversity of the forest area,is also an important forest ecological function area and timber resources strategic reserve base in China's ecological civilization system an important mission.The key national forest areas have begun to implement a policy of logging ban,the implementation of the policy means that the forest economic and social model has undergone major changes,but also will bring a significant impact on the livelihood of the workers family.So the family of workers as the focus of the most basic state-owned forest decision-making unit,the policy of logging ban such a special policy environment,the focus of the workers household livelihood status,the current family more than the livelihood of the capital will make What kind of livelihood strategies they take,what impact will the policy implementation have on the livelihood patterns of the workers household,and how the workers household will respond to the policy impact.This is the question to be analyzed and explored in this study.Based on the sustainable development framework of the DFID,based on the qualitative analysis,based on the field situation of key state-owned forest areas,this paper constructs the index system of household livelihood capital evaluation,Capital of a comprehensive quantitative assessment,the results found that:the difference between the livelihood of the family income of the larger family,there is a serious imbalance in the situation,resulting in strong vulnerability of workers and families.The results show that the figures of human capital are the highest and the natural capital is the lowest and the change rate is not large.The distribution of five kinds of livelihood capital in the key national forest area is the same as that of the forest household.The level of capital and material capital has decreased,the level of household income and capital of all employees at all income levels has decreased,the level of social capital has decreased,and the level of natural capital and material capital has been reduced.The income of households with higher income is significantly better than that of middle-income and low-income families.Then,the stochastic multivariate logistic regression model is used to analyze the impact of livelihood capital on the livelihood strategy.The results are compared and analyzed before and after the full stopover.The results show that the financial capital,material capital and human capital have a significant effect on the family livelihood strategy of the workers,the material capital and human capital have a significant effect on the family livelihood strategy.According to the empirical results of the livelihood of the key national forest workers,the author puts forward some policy suggestions for improving the livelihoods of the employees in the key national forest areas and improving the family's livelihood development ability:guiding the effective use of natural capital in the forest workers Basic education and vocational training level,with the support of the government to raise the financial capital of the forest are,provide the material and capital support for the production and life of the forest area,and help the families to establish a wide network of social relation.
