| Wenzhou is located in the southeast coast where the coastline is meandering and the fishing grounds is vast.In addition,Feiyun River,Aojiang River and Oujiang River pass through Wenzhou,which transports lots of baits for coastal fish and makes Wenzhou one of the important fishing area in Zhejiang Province.Although congenital conditions are so superior,the fishery production is not satisfactory in Wenzhou,on the one hand,due to the lack of fishery equipment and outdated fishing methods,on the other hand,due to the invasion of foreign fishery dumping.By the 1930 s,with Japanese sabotaging rampantly,Wenzhou was at the forefront of the coast where fishermen were devastated,and the traditional fishery was buffeted by advanced fishery techniques and foreign fish.Reviving the fishery was the only way the government could save the fishermen.In the face of such a severe situation,the Nanjing national government took a series ofmeasures.In terms of law,it enacted the fishery law,the fishery association law and it enforcement rules to regulate the development of fishery and integrate fishermen;In terms of organization,it guided the establishment of fishery associations to assist in fishery administration and reflect the aspirations of the fishermen;In terms of fishery management,it exempted fishery tax,protected the fishing boat and afforded the fishery loans to restore fishery economy and save fishermen livelihood.Based on above measures,fishery development gradually modernized,but there were kinds of problems,such as lack of supervision,poor organization,protecting fees disputes and insufficient fishery loans,which made fishery sufficiently developing in Wenzhou,even faced dilemma.By sorting out the archives of Wenzhou fishery,this paper teased out the development situation of Wenzhou fishery from 1929 to 1949,analyzing the fishery management policies of the Nanjing National government and the existing problems,to reveal the complicated social relations in the fishery management process and provide a new perspective for studying the history of the Republic of China. |
