In February 2022,the General Office of the State Council issued the 14 th Five-Year Plan for the Development of a Modern Comprehensive Transport System,proposing to comprehensively strengthen the integrated construction of comprehensive transport,optimize the allocation of transport resources,innovate green and low-carbon transport technologies,and comprehensively improve comprehensive capabilities and service quality.In recent years,transport enterprises have taken concrete actions to implement the decisions and arrangements of the central government and build a green and low-carbon transport system.However,the operation efficiency,energy conservation and emission reduction of comprehensive transport still need to be improved.Affected by the arrival of trains,the transfer passenger flow of the railway passenger hub presents the characteristics of short-term high aggregation.In order to build an integrated and green comprehensive hub,the research on how to coordinate the connection modes of the hub to quickly evacuate passengers,achieve efficient transfer and reduce the carbon cost of the hub has brought new challenges to the construction of the railway passenger hub.Based on the concept of low-carbon transportation,this paper constructs a collaborative scheduling model of connecting and transferring of railway passenger hubs,optimizes the departure interval and puts forward different strategy schemes with the aim of minimizing the total transfer time and transfer carbon cost of railway arriving passengers.First,on the basis of summarizing and analyzing the policies and development of low-carbon transportation and hub transfer as well as the research status at home and abroad,this paper explains the theory of cooperative scheduling of railway passenger transport hubs,analyzes the behavior of departing passengers,and proposes the optimization target of the connection mode of railway passenger transport hubs.Then,the factors influencing the carbon emission of hub link transport are analyzed,and the appropriate calculation method is selected to quantify the carbon emission of passenger link transport.Secondly,a questionnaire was used to investigate the willingness of railway departing passengers to choose transfer tools.The maximum likelihood estimation method was used to calibration the MNL model,and the sharing rate of passenger transfer modes in Hohhot railway passenger transport hub was predicted and analyzed,providing a basis for the establishment of the subsequent optimization model.Finally,a two-layer and dual-objective optimization model is established,which takes the minimum total transfer time and carbon cost of arriving passengers as the upper objective and the passenger flow allocation of MNL model as the lower model.The model solving algorithm is proposed and solved by parallel examples.The research shows that the model established in this paper can effectively reduce passenger transfer time and carbon emissions at the hub while considering passenger transfer behavior and coordinating various transfer modes.The transfer time and carbon cost after optimization are reduced by 18% and 14% respectively.At the same time,three optimization schemes are proposed according to the different objectives and emphases.The decisionmakers can determine the optimal scheme according to the needs and practical situations,and provide scientific theoretical basis for the integration and green development of railway passenger hubs.
