| When various natural or human factors lead to emergencies,in order to efficiently respond to emergencies and timely transport the necessary emergency supplies,emergency logistics,as a special logistics activity to handle such emergencies,arises at this time.In recent years,various emergencies that have occurred frequently,such as the SARS outbreak in 2003,the snow disaster in 2008,and the Sichuan earthquake,have not only promoted the development of emergency logistics,but also gradually attracted attention to emergency logistics.At the beginning of the 20 th century,the arrival of the COVID-19 also made the role of emergency logistics more prominent.This paper focuses on the problems exposed by the emergency logistics system when the COVID-19 occurred.Combining the characteristics of railway logistics and the current situation of railway emergency logistics,this paper discusses how railway emergency logistics should choose the optimal transportation path under the condition of multiple starting points.Considering the characteristics of bounded rationality of the decision-making behavior of emergency logistics transportation route decision makers,first select the transportation time and the dynamic risk degree of the road section as the reference points,and then establish a railway emergency logistics multi starting point route selection model based on Cumulative prospect theory according to the constructed double reference points,focusing on building a comprehensive cumulative prospect value function for emergency logistics multi starting point route selection.Finally,a case study was conducted on the logistics network with Harbin as the material demand center and the surrounding cities of Harbin as the distribution center.The model was solved using Matlab software to obtain the optimal solution for the material transportation path.Three suggestions are proposed for the selection of railway emergency logistics routes by analyzing the optimal paths under different types.1.Ensure the high circulation of information at material transportation nodes;2.Improve the decision-making ability of decision-makers by combining intelligent matching routes with manual decision-making;3.When selecting the route,consider the ability of railways to jointly transport with other modes of transportation.The research conclusions and relevant suggestions of this article can provide theoretical guidance for the organization and planning of railway emergency logistics in Northeast China. |
