Study On Flood And Drought Disaster Prevention And Emergency Disposal In Linyi City

China is a large agricultural country.Agricultural production security is not only related to food security and socio-economic development,but also related to social stability.Water conservancy is the basic guarantee of agricultural development.Major floods and droughts in history are often the trigger for regime change.Doing a good job in flood and drought disaster prevention and emergency management plays a vital role in maintaining national stability and people’s living and working in peace and contentment.After the institutional reform,the flood control and Drought Relief Headquarters and office have been transferred from the water conservancy department to the emergency management department according to the program requirements.Flood and drought disaster prevention and emergency management are facing new opportunities and challenges.How to do a good job in work handover and division of rights and responsibilities between the old and new management departments has become a problem that needs special attention in the future.Historically,flood and drought disasters occurred frequently in Linyi,with alternating floods and droughts between years.Drought and waterlogging were easy to turn sharply during the year,which brought great challenges to flood and drought disaster prevention and emergency response.Doing a good job in flood and drought disaster prevention and emergency disposal in Linyi in the new era is of great significance to the stable development of economy and society and the safety of people’s lives and property in the old areas.Based on the summary of the current situation of flood and drought disaster prevention in Linyi City and the analysis of typical cases in 2019,this paper believes that there are still some problems in the flood and drought disaster prevention and emergency disposal in Linyi City,such as the lack of treatment of small and medium-sized rivers and the imperfect flood control perception system;Problems in non engineering measures such as weak material support capability and insufficient coordination depth of intelligent defense platform;Poor inter governmental cooperation and imperfect team building.Due to the existence of these problems,the research on flood and drought disaster prevention and emergency response in the new period should cover at least three aspects: the first is the research on the construction level of flood and drought disaster prevention and emergency disposal projects;The second is the research on the non engineering support ability of flood and drought disaster prevention and emergency disposal;The third is the research on the construction of flood and drought disaster prevention and emergency response system and mechanism after institutional reform.Starting from the above three aspects,this paper combs,summarizes and summarizes the relevant literature in recent years,uses the analytic hierarchy process,combined with the actual situation of flood and drought disaster emergency management in Linyi City,from three aspects: strengthening the construction of water conservancy projects,improving the management and guarantee level of non engineering measures,and improving the working operation system and mechanism,Clarify ideas for the next research on flood and drought disaster prevention and emergency response in Linyi city.
