In recent years,the state has strongly advocated the development of vocational education and the supply of more skilled professionals to the society.The data shows that the number of private secondary vocational schools in China has been declining in recent years,but the number of students in private secondary vocational schools is increasing day by day,the construction of public secondary vocational schools should be carried out vigorously,and the PPP model can pool social capital and reduce the financial pressure of the government.On this basis,it is particularly important to discuss how to reduce risks and do project risk management well in the process of implementing PPP construction project in vocational education.Taking the PPP project of QD secondary vocational school as an example,this paper combs the relevant evaluation indexes in the academic circle,and combines the policy requirements of PPP project in our country with the actual situation of the school,based on the list of factors influencing the risk management of Project Construction,a three-level evaluation index system is established by using the analytic hierarchy process(AHP),through the analysis of the main risk influencing factors in the stage of project establishment,preparation and purchase,implementation and operation,the judgment matrix is constructed,and the weight is solved,the fuzzy comprehensive evaluation method is used to evaluate the project,and the result shows that the overall risk level of the project is between general and lower.Through the research,we should pay more attention to the risk management in the stage of establishing a project and the impact of policy risk on the project,the scope and planning conditions of the project should be validated by multiple parties to ensure compliance with relevant policies;the impact of bidding risks on the project should be focused on during the preparation and procurement phases and should be managed in strict accordance with the principle of process standardization;In the implementation phase of the project,we should pay more attention to the impact of organizational risks on the project.We should assign full-professional and high-level teams,establish appropriate organizational structure,strengthen government supervision and refine the division of labor During the operational phase of the project delivery,we should pay more attention to the impact of economic risks on the project,prevent omissions and claims,strengthen the management of visa audit,and strengthen the supervision of non-compliance by audit units and staff,choose a scientific and reasonable marketing model,and strengthen the late service quality and equipment maintenance,in order to achieve the expected revenue results.At the same time,the use of risk avoidance,risk retention,business risk transformation,risk management platform to build the whole process of risk management. |
