| In recent years,the rise of global temperature makes ecological security,as a non-traditional security issue,gradually begin to attract the attention of various countries.How to deal with the relationship between fossil energy and new energy,development and emission reduction is a topic put forward in the new era.Especially after the 21 st century,the rise of global clean energy governance has further increased the urgency and importance of energy transition.As the largest developing country and the largest developed country respectively,China and the United States are models of cooperation between major countries.In order to develop cooperation in the field of clean energy,China and the United States have made many attempts at different levels,but the process is tortuous.Neither the realist theory nor the neo-liberal institutionalist theory can give a satisfactory answer to the phenomenon that China and the United States have not reached a stable mode of cooperation.This paper introduces the theory of state role,summarizes the concepts of state role between China and the United States in different periods according to the text of leaders’ speeches,and puts forward the view that the consistency of roles will promote the cooperation between the two countries,while the conflict of roles will lead to the competition between the two countries.It is hoped that this theory can explain the causes of the twists and turns in the process of clean energy governance between China and the United States,and put forward corresponding suggestions. |
