Domestic research on hospital construction schedule management mainly focuses on large tertiary hospital construction projects and from the perspective of Party B(the construction party),while there is no research on township hospital construction projects with Party A’s work as the object.With the people’s increasing demand for health care,the arrival of the aging population and the implementation of the universal three-child policy,especially the arrival of the epidemic,the role of grassroots hospitals in China is becoming more and more important.Since its establishment,XW Health Center has been faced with more severe challenges in terms of the quantity,quality and service resources of medical care services due to its weak service strength due to the limitations of infrastructure,human resources,equipment and other conditions.The lack of hospital infrastructure has become the bottleneck restricting the development,both scale and level need to be expanded and improved.The new project of XW township hospital is imminent,and the progress management of the project is particularly important.Our country has a large number of township hospitals.To improve the project progress management from Party A’s perspective,not only has the model value for the construction of township hospitals,but also is of reference for the improvement of other related parties to be coordinated by Party A.This dissertation adopts the methods of literature research,case study and system analysis,and tracks the XW township hospital construction project that the author personally participates in as the person in charge of the site of Party A.Firstly,the characteristics of the construction project are analyzed from the perspective of Party A.Based on the detailed investigation of the basic information,construction content,organizational structure and resource allocation of the construction project,the problems and reasons affecting the construction project schedule management are found.The work scope of the construction project is decomposed,the duration of each single work of the construction project is obtained by using scientific estimation method,and the network plan of the project is drawn by combining the logical relationship between each single work,and the key routes of the project are found.Then,on the key lines of the project implementation,we selected the way of interspersed construction to accelerate the synchronous construction of parts and items or unconventional adjustment of operation sequence,and optimized the project schedule.In accordance with the principles of system management,Party A not only adjusts its own organizational structure,problem solving methods and control strength,but also puts forward optimization suggestions for the local government of the project,project design unit,procedure approval unit,construction unit,supervision unit,audit unit and other relevant parties that affect the project construction progress and need coordination from Party A,which reflects the management characteristics of Party A.The optimization of project schedule control is realized.The implementation of the optimization suggestions enabled the project to be completed 60 days in advance and successfully achieved the schedule,quality and safety goals set by the project.Research findings:(1)The scope of progress management of Party A is much larger than that of Party B(the construction party),including both the relevant procedures before and after the construction of the project and the coordination with all relevant parties.The use of system analysis method is very important for its planning and coordination.(2)Township hospital construction projects are characterized by high technical content,high integration,poor infrastructure and poor management foundation,so it is more important to improve the rules and regulations.(3)Network planning technology is used to bring the links before and after the construction of the project into the research scope,selectively adopt the way of interspersing operation to increase the synchronous construction of divisions and items or unconventional adjustment of the operation sequence,and optimize the project plan.(4)The procedure work before the project construction has a great impact on the project schedule,but it can not be converted into value quantity,which is not suitable for the application of earned value method;The optimization suggestions are put forward to the relevant parties of the project,which reflects the management characteristics of Party A and realizes the optimization of the project schedule control.
