For the commercial central area of the city,the pricing difference of public parking lots within and outside the area is very small,which leads travelers to only consider the distance to their destination after arriving at the parking lot when they find and choose a parking lot,resulting in parking charges.The failure of price leverage is directly reflected in the long-term lack of available parking spaces in the parking facilities around some special buildings in the urban business district.At the same time,the parking demand of some parking lots is small,which wastes social resources and will also affect the parking lot.adversely affect the profitability of the farm operator.Based on the survey data of parking environment in urban business circles and travelers’ parking choice behavior,this research constructs a traveler’s parking choice behavior model in off-street public parking lots and analyzes the influence degree of each factor.According to the questionnaire survey data,the utility function of the pedestrian’s parking choice based on the discrete MNL model is constructed,and the model parameters are calibrated with the help of Trans CAD software.By adjusting the parking rate,the traveler’s parking choice behavior can be adjusted reasonably.Then,this study establishes a joint pricing charging model for public parking lots.The model is a two-level programming model,the lower model is a traveler’s parking choice behavior model,and the upper model is a multi-objective planning.The quadratic programming method solves the model and determines the optimal rate for the parking lot.On this basis,taking the Xi’an Road business district in Dalian as an example,the pricing model is verified by a numerical example.The results of the calculation example show that the joint pricing and charging model of parking lot can improve the problem of unbalanced utilization of parking spaces among different parking lots in the business district.To sum up,this paper models the traveler’s parking choice behavior,and based on the parking choice behavior model,a joint pricing and charging model of the parking lot is established,which can guide the traveler’s parking decision,reduce the parking pressure,and solve the problem of the imbalance between the supply and demand of parking space resources.At the same time,the dynamic charging mechanism for parking lots proposed in this research has universal applicability,and provides technical support for the formulation of parking charging policies in other areas of the city or in other cities.
