| Chinese engineering and construction enterprises are faced with the dilemma of insufficient domestic railway demand,excess production capacity and urgent transformation and upgrading.As a regional railway network to promote the connectivity between China and Southeast Asian countries,Trans-Asian Railway provides great prospects and opportunities for Chinese engineering enterprises to "go global".In 2019,the Ministry of Commerce issued a document advocating the transformation and upgrading of Chinese engineering and construction enterprises to the integration of investment,construction and operation in the process of "going global",expanding the value chain to maximize profits.When Chinese engineering enterprises participate in the overseas railway project bidding,they should design the project construction scheme according to the specific situation of the host country,among which the selection of construction mode is a crucial link.In this paper,the transformation and upgrading to the integration of investment,construction and operation in the "going out" process of Chinese engineering enterprises is taken as the entry point,and the selection of the mode of Chinese enterprises’ participation in overseas railway project construction is studied.The core content of this paper is to study the influence of host country’s investment,construction and operation capacity and risk on China’s participation in overseas railway project construction mode.In this paper,the comprehensive capacity index system of investment and construction operation of the host country and the risk index system of the host country are constructed.The evaluation results of experts are collected by questionnaire survey,and the weights of each index are calculated by AHP.Finally,the comprehensive capacity and risk of investment and construction operation of Thailand,Laos,Vietnam,Myanmar and Malaysia are evaluated by fuzzy comprehensive evaluation method.According to the scoring results,the five countries are divided into different types.Combined with the actual cases of China-Laos railway,China-Thailand Railway and Malaysia East Coast Railway,the influence of the investment,construction and operation capacity and risk of the host country on the selection of railway project construction mode is further verified and summarized,and the following conclusions are drawn: countries with strong comprehensive capacity of investment,construction and operation are suitable for the general project contracting mode;Countries with good comprehensive capacity of investment,construction and marketing and low risk are suitable for EPC project general contracting mode;Countries with good comprehensive capacity of investment,construction and marketing and high risk are suitable for partial project contracting mode.Countries with poor comprehensive capacity of investment,construction and marketing and low risk are suitable for EPC+F+O&M mode,BOT mode and PPP mode.Countries with poor comprehensive capacity of investment,construction and operation and high risk are suitable for PPP model.This paper suggests that the China-Myanmar railway,which is still under design and planning,should adopt PPP mode,and the China-Vietnam railway should adopt EPC+F mode or BOT mode.At the end of this paper,relevant suggestions are put forward for Chinese engineering enterprises to participate in the investment,construction and operation stages of overseas railway projects.By summarizing the risks of China’s participation in the construction of Trans-Asia Railway projects,targeted risk countermeasures are proposed. |
