With the rapid development of my country’s economy and the increasing intensity of land and space development,my country is faced with the severe situation of tightening natural resource constraints,increasing environmental pollution,and serious ecosystem degradation.Study and judge the current risks and potential risk sources of land and space development,conduct risk assessment of land and space development,and prepare risk management and control plans in advance for various risks and hazards that may be caused by land and space development,so as to provide a certain theoretical basis for the rational and orderly development and utilization of natural resources.As the future urban sub-center of Hohhot,Helinger County,with the construction of Hohhot New Airport,Helinger New District and the "six major industries" in the county,will further increase the development of land and space,and the risk of land and space development will be further increased.The evaluation has important practical significance for the preparation of the national land and space master plan and the future development of Helinger County.Combining with the natural ecological environment,social and economic characteristics of Helinger County,the status quo of land and space development and utilization,and the existing risk sources,this paper constructs the risk assessment index of land and space development from three aspects: resource and environmental carrying capacity,land development potential,and land development power.System;taking 150 administrative villages in Helinger County as the evaluation unit,using the methods of single-element standard,multi-element spatial superposition,comprehensive evaluation and natural breakpoint method,the carrying capacity of resources and environment,the potential of land development,and the driving force of land development were evaluated.Grading: According to the principle of the 3D Rubik’s Cube and the evaluation and grading results,a 3D Rubik’s Cube risk assessment model is established to conduct regional research on the development risk of Helinger County’s land and space,and put forward relevant risk management and control countermeasures and suggestions based on the current risk characteristics of each subregion.The main findings and conclusions of the study are as follows:(1)The analysis results of the status quo of natural resources utilization show that the current national land and space development mainly has risks in terms of natural disasters,soil erosion,ecological environment pollution,and reserve resource development.(2)The risk assessment index system for territorial space development consists of 3 system layers,7 standard layers and 23 factor layers,including resource and environmental carrying capacity,land development potential,and territorial development dynamics;natural discontinuities are used according to the characteristics of each evaluation factor.Grading method,using the [20-100] score interval,the evaluation standard is formulated in the sub-interval.(3)After the evaluation of the construction of the index system,it is shown that the resource and environmental carrying capacity of the county is dominated by medium and low levels,and the number of administrative villages with high resource and environmental carrying capacity only accounts for 26%,accounting for 16.7% of the total land area;the main land development potential is Mainly at high and medium grades,the number of administrative villages with high land development potential is 28.67%,accounting for 12.34% of the total land area;the power of land development is mainly low and medium grade,and the number of administrative villages with high land development potential accounts for 20%,accounting for 13% of the total land area.(4)The risk assessment of 3D Rubik’s cube shows that the overall risk of land and space development in the county is relatively large;the150 evaluation units are divided into five risk areas,of which 62 are high-risk and high-risk areas,accounting for 41.34% of the total,and low-risk There are only 42 and lower risk areas,accounting for only 28%of the total.(5)From the perspective of the spatial and geographical distribution,resource endowment,development potential and motivation of each risk area,the low-risk and low-risk areas are mainly distributed in the agricultural areas of the western and northwestern plains.The medium risk area is mainly concentrated in the relatively fast economic development area between Shengle Economic Development Zone and Chengguan Town in the northern part of the county.Higher risk and high risk are mainly distributed in the central and southeastern hills and mountains.(6)Hierarchical and zoning control is the basic way to reduce the risk of land and space development in the study area.For this reason,it is proposed to carry out zoning control measures from the aspects of“bottom line” control,improving land and space use control,realizing real-time dynamic monitoring,and promoting comprehensive land remediation and ecological restoration. |
