| In recent years,the speed of railway construction in China has been advancing by leaps and bounds,and the total mileage of traffic has been increasing rapidly year by year.By 2022,China’s railway business mileage has reached 155000 kilometers,an increase of 58.2% over2012.The scale of road network is becoming larger and larger,the station equipment is becoming more and more complex,and the requirements for safety production and equipment quality in the new era are also getting higher and higher.As the core node of the national railway network,the large-scale railway marshalling station has complex equipment and many construction interference factors,so the construction is difficult and has a special status of "pulling the trigger and moving the whole body".If the safety risk assessment of the engineering operation in the construction of large-scale railway marshalling station is not in place,it will lead to serious consequences such as casualties and paralysis of the railway network.Therefore,it is an important means to ensure the safety of construction workers and the smooth operation of the railway network to study the safety risks of track maintenance operations in large-scale railway marshalling yard construction projects and take targeted measures.Through the research,this paper expounds the basic concepts of railway marshalling stations,railway permanent way construction,safety risk and safety risk management,the sources and characteristics of railway permanent way operation safety risk in large-scale railway marshalling station construction projects,and the management structure,organization setting,management level function definition and organization mode of railway permanent way operation in large-scale railway marshalling station construction projects.Clarify the mode of construction management and the form of organization and development.This paper makes an in-depth assessment and analysis of the safety risk factors generated in the process of track maintenance operations in large-scale railway marshalling station construction projects,and describes each safety risk and possible consequences by using safety risk checklist method,flow chart analysis method,dangerous behavior analysis method,field investigation method,brainstorming method,typical case analysis method and cause-and-effect diagram display method.Through the detailed description of the safety risk,the deep-seated causes of the risk are summarized,so as to determine the evaluation index of the track operation management system in the construction of marshalling yard.Using the method of analytic hierarchy process,combined with various evaluation indexes and parameters,the corresponding discriminant matrix is constructed to determine the weight of each evaluation index,and then the method of fuzzy comprehensive evaluation is used to carry out qualitative and quantitative analysis and evaluation of safety management indexes in the process of railway marshalling station construction project.According to the evaluation results,the outstanding problems existing in the safety of track maintenance operation in construction are analyzed and summarized.In view of the safety problems existing in the operation process,combined with the actual situation of the site,six kinds of targeted preventive measures are formulated,including negative list of operation,dual prevention mechanism,evaluation of operation standards,post performance appraisal,punishment of illegal operation and grid management. |
