The flood damage is the main disease form of highway, which is acommon problem to the world currently. Qinba mountain is located in China’sMidwest, across Shaanxi, Sichuan, Chongqing and other provinces and cities.Due to its special geography,geology and climate conditions,the road isdamaged by flood seriously. Currently, the administer countermeasures ofroad`s flood damage in Qinba mountain is still mainly in management after thedamage already appeared.It is not only a great input, but also couldn’t beeffectively guarantee the security and smooth of the road.This paper based on the number G210,G316highway sections of theproject of administer of highway flood damage in2011,proceeding a largenumber of field survey on highway flood damage prevention and controlsituation, and collecting the domestic research material in the region of theprevention and control of damaged by flood and the field data of local highwaytraffic departments over the years of the damaged by flood. On the basis ofanalysis,Qinba mountain roads flood damage based on the damaged by flood disaster assessment and engineering maintenance hierarchy classification Thefirst layer to hazard-affected body for controlling factors index.The second layerto disaster for guiding index, the flood damage of this area is classified intoriver highway subgrade (and down the slope) damaged by flood,drainagesystem damaged by flood and small bridge damaged by flood. This paper putforward by using fuzzy comprehensive evaluation method, the analytichierarchy process and experience percentage method, and summarized thesingle factor which will cause the road damage of mountainous highway and theempirical screening. Finally, evaluate the system of the highway hazard-affectedbody damaged by flood, and the disaster assessment, and forecasts the risk oftypical sections of damaged by flood.After get evaluation result, absorbing the domestic and foreign advancedexperience of the preventive maintenance measures, combining with actualsituation, and developed a "routine preventive maintenance","special preventivemaintenance"and"comprehensive preventive maintenance"combining thepreventive maintenance system. Guidely, take the active preventive maintenance measures, to ensure highway capacity and way-use performance,put off road overhaul fixed number of year, prolong the service life of the road.
