| Water conservancy project construction,as one of the pillar industries in China,has always maintained a strong development trend.Project construction plays an important role in driving economic development,and after completion,it has significant benefits in flood control,water supply,irrigation,ecology,and other aspects.Due to various factors such as nature,economy and society,as well as the history of the Yellow River grabbing the Huaihe River and entering the sea,the flood and water logging disasters in the Huaihe River Basin have been in a serious and difficult state to manage for a long time.The flood discharge and retention zones,as an important component of the flood control system in the Huaihe River Basin of Anhui Province,has been a key focus of the Huaihe River Basin’s flood control work for over70 years,including the adjustment of the layout of the flood discharge and retention zones,the construction of defense engineering systems,and the construction of safety facilities.With the development of social economy and the improvement of project construction technology and system,China continues to optimize the water conservancy construction environment,enhance the construction capacity of water conservancy projects,and gradually develop the water conservancy industry with high quality,which has become an important component of the national economy.The country is based on the overall basin,effectively managing the river system across administrative regions,and implementing strong remediation for key projects.At the same time,effective coordination and cooperation are carried out for large,medium,and small water conservancy facilities to improve water resource allocation and flood control and drought resistance capabilities.Vigorously carry out flood control renovation projects,firmly grasp the weaknesses of disaster prevention and reduction,increase the construction of water conservancy projects and control hub projects,strengthen the governance of small and medium-sized rivers,enhance the removal of hidden dangers in reservoirs,and continue to promote the peak shaving construction of embankments and reservoirs.This article takes the risk assessment of flood discharge and retention zones water conservancy as the research object,identifies and selects relevant risk factors that may exist in flood discharge and retention zones construction project,constructs a risk assessment index,evaluates,and conducts relevant analysis and research.Firstly,based on extensive literature research,brainstorming,case studies,expert surveys,etc.,identify the risk factors of water conservancy projects in flood discharge and retention zones,and then use Analytic Hierarchy Process to determine the weight of risk factors for the identified risk factor indicators;Determine the risk level using GRA evaluation method and matter-element extension evaluation method.Secondly,taking the zhengxia Section flood discharge zone construction of Huaihe River of Huainan City as an example,empirical analysis is conducted.Risk assessment is conducted using GRA evaluation method and matter-element extension evaluation method to determine the risk level,and comparative analysis is conducted to propose corresponding preventive measures,countermeasures,and suggestions.The aim is to provide theoretical reference for risk assessment of the flood discharge and retention water conservancy project construction of the same type in the future,and further improve the correctness and scientificity of decision-making in the flood discharge and retention water conservancy project.Figure [2] Table [23] Reference [91]... |
