With the continuous development of water conservancy modernization,the information construction has entered a stage of rapid development.As the expression form of water conservancy information and intelligence in the water conservancy industry,the application of water conservancy information system has gradually deepened,covering all aspects of water conservancy work and becoming an indispensable part of the daily work of water conservancy.With the continuous expansion of business scope,the scale and task of water conservancy information system are getting bigger and heavier,and the requirements for the operation quality and stability of information system are also getting higher and higher.At present,there are still deficiencies in Chinese scholars’ research on the reliability of water conservancy information system operation,but with the further development of water conservancy information construction,hardware platforms such as collecting equipment,equipment room,network facilities,software systems such as business systems,databases and other systems are becoming increasingly complex,and there are fewer compound talents in the intersection of water conservancy and information technology.How to effectively manage and maintain the water conservancy information system,improve the reliability and efficiency of operation,and ensure its benefits and support the water conservancy work,has become a very urgent and arduous task.By sorting out the concept and connotation of the information system,combined with the operation characteristics and structural composition of the water conservancy information system,this paper analyzes and summarizes the entity problems or defects that may endanger the reliability of the system operation,and establishes the operation reliability evaluation index system including the criterion layer,the target layer,the state layer and other layers.A comprehensive evaluation model of operational reliability of water conservancy information system based on cloud model is constructed by using combination weighting method to determine index weights.Taking the decision support system of a water supply project as an example,the operational reliability of the system is studied and analyzed to verify the feasibility of the evaluation model.The main research contents of this paper are as follows:(1)Establish an evaluation index system.Aiming at the operation reliability of water conservancy information system,this paper comprehensively considers the structure,operation characteristics and human influence of the system,summarizes and analyzes the main problems that threaten the operation reliability of the system from the four parts of operation environment,hardware,software and human factors.An operational reliability evaluation index system of water conservancy information system is constructed,which includes 4 criterion-level indexes,13 target-level indexes and 42 state-level indexes.(2)Determine the weight of evaluation indicators.The subjective weight of system evaluation index is determined by AHP,and the complex problem of system evaluation index is simplified and the qualitative problem is quantified by making full use of expert judgment information.The improvement CRITIC method is adopted to determine the objective weight of evaluation indicators of the system,the CRITIC method is combined with the entropy weight method,and the information entropy is introduced to solve the conflict and discretization of evaluation data.The mean difference is used to replace the standard deviation to improve the accuracy of evaluation results,and the deviation caused by excessive fluctuation of evaluation data is avoided.Finally,the method of weighting by combination of analytic Hierarchy Process(AHP)and improvement CRITIC method is used to determine the final weight of the system evaluation index,so as to reduce the loss of evaluation information as much as possible,and make the weight calculation results more close to reality.(3)Construct the operation reliability comprehensive evaluation model of water conservancy information system based on cloud theory.Firstly,the operation reliability of water conservancy information system is divided into four levels,the quantization interval is given,and the basic evaluation cloud is determined.Secondly,the cloud generator is used to realize the mutual transformation of qualitative concepts and quantitative data,and the evaluation data is transformed into the membership cloud model,and the comprehensive evaluation cloud is obtained by combining the evaluation index weight calculation.Finally,the evaluation results were visualized and visualized by Python software programming,and the reliability level of the system was obtained by comparing the basic evaluation cloud with the comprehensive evaluation cloud.(4)The system comprehensive evaluation model is applied to the operational reliability evaluation of the decision support system of a water supply project.The calculated basic evaluation cloud and comprehensive evaluation cloud are presented in the form of cloud drop graph by Python software.Based on the evaluation results,reasonable improvement measures are proposed for the operation and maintenance of the decision support system from the aspects of operating environment,hardware,software and human factors.At the same time,the final evaluation results show that the operational reliability of the decision support is closer to excellent,which is consistent with the actual situation,verifies the rationality and feasibility of the evaluation model,and provides a reference for similar research on the operational reliability of water conservancy information system.
