Research On Government Performance In The Development Of Advanced Equipment Manufacturing Industry In District J Of Wenzhou

As one of the main bodies of national governance,local governments can attract enterprises to cluster in a certain spatial area,create a good cluster environment,and play an irreplaceable role in promoting the development of industrial agglomeration.Under the background of the "return of manufacturing industry" proposed by developed countries,the acceleration of the international undertaking of labor-intensive industries in Southeast Asia and the implementation of "Intelligent Manufacturing 2025 in China" in China,although Chinese local governments are constantly optimizing their functions to promote the development of private economy,affected by various factors,the dislocation,offside,absence and other phenomena of local governments in promoting industrial agglomeration are common.Accelerating the transformation of government functions is the key to properly handle the relationship between government and market and promote the sustainable and healthy development of local economy.It is of great significance to study the problems and causes of the government’s performance in promoting the development of industrial agglomeration.In this paper,the government of J District of Wenzhou is selected as the research object.From the perspective of promoting the industrial agglomeration of advanced equipment manufacturing,problems existing in the government’s performance of duties are studied from the perspective of public management.Through the investigation,it is found that the following problems exist in the performance of the government of J District of Wenzhou in promoting the development of advanced equipment manufacturing industry:inadequate economic development planning,low level of industrial agglomeration;Lack of market supervision and management,low efficiency of administrative law enforcement;The social management mode is single,the administrative system is not smooth;We lack public services and an optimized business environment.The main reasons for the above problems are as follows: insufficient construction of industrial planning system;Performance conflict under the reform of grassroots institutions;Government policies are not precise enough;Government service innovation capacity is insufficient.For the above situation,this paper proposes the following solutions: strengthen the strategic planning and core competitiveness training to enhance the scientific and normative performance of the job;Strengthen supervision and guidance to actively perform government functions;Promoting the scientific way of social management to deepen the concept of "people-oriented";To construct a new pattern of industrial service supply by innovating the way of providing public services.It is hoped that this study will be helpful for local governments to better play their functions in promoting industrial agglomeration,accelerate the transformation of government functions,and build a government governance system with clear responsibilities and law-based administration.
