With the rapid development of economic globalization,enterprises are developing faster and faster,especially state-owned enterprises.In such an era background,a brand new challenge has been put forward for the financial transformation of China’s enterprises,and General Secretary Xi Jinping has said,"State-owned enterprises are an important force to strengthen the comprehensive strength of the country and protect the common interests of the people",so in In the background of such an era,state-owned enterprises should respond positively to the transformation and development.In today’s era,the economy is developing rapidly,Internet technology is developing strongly,the digital economy is flourishing,and market competition is becoming increasingly fierce.The best choice is to build a financial shared service center.Nowadays,financial sharing has been widely used in various industries,including communication,service,manufacturing,etc.As of August2022,there are 145 Chinese enterprises among the top 500 enterprises in the world,and more than 58% of them have built or are building financial shared service centers.According to the latest disclosure of the list of central enterprises of the State-owned Assets Supervision and Administration Commission(SASAC),more than 55% of the 98 central enterprises among the top 500 have built or are building financial shared service centers.Since 2013,China Railway Construction,as a pioneer practitioner of financial shared service centers in the construction industry,has opened the door to financial sharing in the construction industry,allowing the construction industry to be practically applied in the financial shared service model.State-owned enterprise A decided to build a financial shared service center in 2019,and although milestones have been achieved throughout the process of building,there are still some problems that need to be solved.This paper takes state-owned enterprise A of the construction category as an example,and conducts a specific study on the construction of the financial shared service center and the countermeasures proposed by the existing problems,including the introduction of the overall planning,organizational system construction,and operation system construction of the financial shared service center of enterprise A.It analyzes the problems existing during the operation of the financial shared service center and proposes countermeasures.The first part is the background and significance of the study,as well as the dynamics of domestic and international research on financial sharing.In the second part,the concept and characteristics of financial shared services are outlined,and the main basic theories of flattening theory,process reengineering theory,economy of scale theory and principal-agent theory are explained.The fourth part analyzes the problems of financial sharing in Enterprise A.The fifth part proposes improvement measures in response to the problems in the operation process and provides an outlook on the optimization of the financial shared center.The sixth part concludes on the basis of the whole paper.This article describes the process of building a financial sharing center in Enterprise A,and the problems and countermeasures that existed after the sharing center went online in Enterprise A.It provides a feasible solution for those in the same industry who are building or planning to build a financial sharing center,and helps them to build their own financial sharing center.
