With the continuous progress of urbanization,cities gather more and more population and resources,and various high-rise buildings,underground Spaces,labor-intensive places and other places keep emerging.Fire-causing factors in urban system increase sharply,fire mechanism tends to be complex,and the potential comprehensive hazards of fire risk in time and space are more severe than other disasters.The frequent occurrence of urban fire accidents not only directly threatens the safety of public life and property,but also challenges the steady-state foundation of urban function and order.Traditional urban regional fire safety assessment and fire risk assessment usually assess the possibility,harm consequences and impact scope of urban fire through various infrastructure and fire management conditions,and only consider the current system status according to various facility standards,which cannot completely measure the city’s ability to cope with fire and improve the performance of urban system as a whole.With the development of the theory of system resilience,the understanding of urban fire risk and firefighting work has also been expanded and innovated.In addition to the usual elements of urban regional characteristics and fire-fighting and rescue ability,medical treatment ability,emergency support,fire learning ability and adaptability need to be included in the evaluation and optimization countermeasures of fire safety.In response to this practical demand,this paper takes disaster resilience and urban fire risk assessment as the theoretical basis,and carries out systematic research on the connotation and characteristics of urban regional fire safety resilience,index system design,evaluation model and resilience value measurement,fire safety resilience improvement strategy and other aspects.Combined with the theoretical results,Changchun City is taken as an example for application analysis.First of all,the literature on urban resilience,fire safety,emergency management and other fields was investigated to analyze the current situation of urban fire,sort out the research status of resilience theory in the field of urban disaster and safety,clarify the connotation and characteristics of urban fire safety resilience,and further explain from the time and space dimensions.Secondly,on the basis of literature research,the influencing factors of fire safety toughness are identified.In order to ensure the scientificity and rationality of the indicators,primary indicators were identified and classified based on impact factors,statistical methods such as Delphi method,correlation coefficient method and coefficient of variation method were introduced,and qualitative methods and quantitative methods were combined to comprehensively screen the indicators,so as to construct a comprehensive and representative index system of urban regional fire safety toughness.Thirdly,the quantization standard of each index is clarified,and the quantized index is standardized.The entropy weight method and the sequential relation analysis method are used to calculate the weight of each index respectively,and the multiplier synthesis normalization method is used to determine the combined weight of each evaluation index.TOPSIS approximation ideal solution was used to calculate the toughness index of urban fire safety and analyze the toughness level of urban fire safety.Finally,take the whole city of Changchun as an example to carry on the empirical analysis of fire safety resilience assessment.Through data collection and processing,evaluation index weight determination,fire safety toughness measurement and result analysis,the overall level of fire safety toughness in Changchun was evaluated and calculated,and countermeasures for improving fire safety toughness were proposed according to the evaluation results.
