| As an open social ecosystem,the city may encounter natural disasters such as earthquakes,floods,hurricanes and other man-made disasters,such as noise pollution,traffic congestion and environmental deterioration,which seriously endanger the daily life of residents.In order to reduce the risks and impacts of these threats and improve the safety and well-being of residents,urban construction needs to be more flexible.The Tenth Five-Year Plan puts forward the construction of "resilient city",which provides new ideas for improving urban governance level and strengthening urban risk prevention and control.Building a resilient city plays an increasingly important role in strengthening urban security and promoting urban sustainable development.A large number of scholars have made various attempts on the evaluation,optimization and practice of urban resilience.However,few scholars pay attention to the resilience level of inland cities.Kaifeng City,Henan Province is a cultural tourism city in China and a typical representative city of major inland provinces in China.Therefore,taking Kaifeng as the research object,combining the concept of resilient city development and the existing urban development scale,this paper establishes a set of resilience evaluation system suitable for inland cities,and provides reference for urban development planning and management.Based on resilience theory,urban resilience theory,sustainable development theory,vulnerability theory,etc.,this paper makes an all-round and in-depth analysis of Kaifeng City through five resilience dimensions of economy,society,ecology,infrastructure and architectural planning,and explores the reasons for the changes of various indicators.Entropy method,TOPSIS method and comprehensive index method are used to calculate and analyze the toughness index data in recent 10 years,and according to the analysis results,corresponding optimization strategies are put forward for the existing weak links in Kaifeng.The main conclusions are as follows:(1)In recent 10 years,the resilience level of Kaifeng has been on the rise,with the largest increase in 2017-2018,and a slight decrease in 2012-2013 and 2015-2016.(2)The regional GDP,annual per capita living expenditure,the proportion of tertiary industry to GDP,fixed assets investment in culture,sports and entertainment,fixed assets investment in scientific research and technical services,fixed assets investment in health and social work,the completed area of houses and electricity consumption of the whole society,the number of casualties in social disasters and sewage discharge in urban planning system are the main influencing factors of Kaifeng.(3)Based on the data analysis results,this paper aims at the economic weakness from expanding investment scale,actively attracting investment and optimizing the industrial structure of three aspects to improve;In view of social weaknesses,social resilience should be optimized by developing new cultural industries,optimizing fixed asset investment structure and strengthening disaster prevention and control management.Aiming at ecological weaknesses,ecological resilience should be improved by strengthening the strict control of resources and energy,strengthening pollution prevention and control,increasing the proportion of green area and preventing the flood disaster of the Yellow River.In view of the shortcomings of building planning,the author optimizes the scientific and reasonable planning,strengthens the real estate management and improves the seismic grade of buildings.Aiming at the shortcomings of infrastructure,we should optimize the design standards of road drainage,repair old roads and increase the investment of municipal road maintenance funds.Combined with the main conclusions of comprehensive evaluation of Kaifeng’s urban resilience,this study aims at improving local people’s livelihood,enhancing urban stability and anti-risk ability,and puts forward practical countermeasures against the influencing factors of urban resilience.This study not only provides some insights on how cities measure and improve their urban resilience system,but also helps other cities with similar conditions to evaluate their resilience. |
